As the name indicates, this is a complete collection of People stories. It therefore includes the first two books and adds a good number of other ones, including a few that are not contained in The People Collection.
It omits two stories from that latter book ("Incident After" and "The Walls"), which apparently are not connected to the People series.(less)

I don't see that reflected in the writing though. This is my mother's and my favorite book!(less)
