I do not read these kinds of books.
I do not LIKE these kinds of books.

And I will not be reading ANYTHING by this author, now or ever, even if he starts creating the kinds of books I DO enjoy.

Spamming people from immediately-deleted accounts only means you get a LOT of pissed off people looking for your author page. It also smacks of desperation and a lack of social skills, online or otherwise. If this man really things so poorly of his work that he thinks shady tactics are the only way to get people to buy it, far be it from me to disagree. You've convinced me dude, you AND your work sucks.

Based on what I read on a comment thread on this book, he sends messages and then deletes his account. This means you can't block him. Unfortunately, the only way I can think of to ensure you stop receiving emails from him is to change your email settings in your account settings. Change your "Who can send me private messages" to "just my friends".

As for your other question, he has been reported to GR Support. They apparently know who "Brett" is. Although he has repeatedly violated GR's Terms of Service, I don't know if they have or can do anything about it. This is not to dissuade you from reporting your spam email to GR if you would like. Maybe if they get enough reports, they'll act on it. (less)
