How did the brief get in the hands of the crooks? A copy was sent to the FBI thence to the White House and thence the CIA. We are never told how it got in the hands of Mattiece (or the Washington law firm?) Someone in one of those three organisations must have sent it on - else there is a major gap in the story

A movie has a budget to adhere to, monetarily and time-wise so they can only fit in so much.(less)
