Hitler (and Stalin) are extreme forms of this, but a lot of regular Germans committed horrible deeds during the second World War. Many of whom most likely didn't realize they were capable of doing so before the war began. He also frequently uses the Stanford Prison experiment as evidence for this point. In that experiment random students were capable, within a matter of days, of becoming tyrants.(less)
