They were the spirits of the forest, men and women who had died in the mountains. They were supporting Kajal with her struggle to uncover the truth.

When Kajal died, she was not strong enough to interact with the living world. Each interaction drains a spirit of its strength, depending on the degree and length of interaction. This was the reason why the spirit of Kajal took two years to return. But she was rendered powerless by the talisman.
It was the support from these dead people, the dead community, that she was able to return again, the reason she was 'becoming powerful again'. She acquired enough power to show herself, and even create illusions.
However, this story was never mentioned in the novel because I wanted the readers to come up with their own answers about these people, or maybe, questions. They were never important in the story, were they? They played their peripheral role and left. There were only a couple of mentions - when Chandni said she thought there were more of 'them', when Harry Chapman saw figures floating in the mist and when the illusion of the past was broken and Rohan was brought back to reality.
They were there, always, but not mentioned.(less)
