I wrote this question to the author, who replied:

"The statistic about American youth feeling they'd need to migrate abroad at some point in search of work comes from a short time after the financial crisis. A number of surveys were conducted by the usual polling agencies such as Pew in which this came up. The number may have diminished if the question were asked again today -- but at the same time, the number of actual American migrants has gone up very steadily. Hence, this is a real trend to take very seriously."

Subsequent discussion on facebook with friends leads me to believe these would-be emigrants are college-educated, including aspiring academics, seeking professional level jobs. (less)
