I see why you'd gather that they could just copy the True Borns DNA and make everyone immune to the plague. I want to offer two theories why this is not possible.

1. The True Borns are all different and they are not willing to be tested upon. If you read the book when Margot was in the clinic and is attacked by those men who look like True Borns but are not; Jared points out to Lucy that they smell wrong. I think there is black market experimenting with True Born blood but by the looks of it the results are ghastly.
2. They have stated the genes are a regression to a time when conditions were harsh. Much like an organ donor cannot just give anyone their kidney...This True Born DNA must not work for just anyone. Then there is what Storm said that his people have always been in the world and are just now coming to light. So there is a paranormal twist to the book.

Who knows! Lol but one of the things I love about fiction is we don't have to follow everything to its logical conclusion.

My guess is Lucy and Margot are two pieces of a puzzle one of them contains the stem cells that hold off the plague and the other holds the genetic compound that would allow the stem cells to fuse successfully with damaged cells. BUT! I'm not the author lol and I cant wait to see what happens next! (less)
