The New Series Adventures are generally suitable for children - I'd say 10-14 is probably the age group they're aimed at. However, Big Bang Generation specifically is a bit more complex than most of them - Gary Russell has a slightly unusual style, which is great fun but might be a little difficult for a younger reader.

For a kid struggling to get into reading who really loves Peter Capaldi's Doctor, I'd recommend Silhouette by Justin Richards. It's simpler to read and also features Vastra, Jenny and Strax from the show - characters who tend to be popular with kids, so if your cousin's a fan of them it'd be a great choice. The Crawling Terror by Mike Tucker would also be a good place to start (although not if he's afraid of giant insects!).
