Savvy people don't make up their employee labels to read "Jane, manager"; it's "Ms. Doe, Manager" with capitals, even. George's lapse is in tune with the deteriorating quality of the whole hotel, and I must suppose Gates (aka Delany) thinks harping on it after first showing it will be humorous.

That might even be true, a time or two. Maybe a third, if there were supporting context, like wondering why George, manager, can't manage to get a particular dingus fixed.

But 19 times? Either her editor or her copy-editor (sub-editor to you Brits) should have told her, "It ain't that funny the first time, dear, and milking it as a running gag is just annoying. We'll take out 15 or 16 repetitions for you, no extra charge."(less)
