After doing some trial and error, I think he's using HSV/HSB (hue, saturation, value/brightness). You can test it out on colorizer (dot org).

That's kind of interesting, because he mentions Munsell as the writer of the original laws, and his color scale is MHVC (Munsell Hue, Value, Chroma), but the V and C are on a 0-10 scale. So the HSB 35-89-96 is 7YR 7.0/12.4. in Munsell's system.(less)
