First, it's possible that neither Daddy nor Junior wanted to take custody of her. Second, "fictive kin" laws are different now then they were when Brown was a child. Fictive kin are people who are close enough to be related, but technically not relatives through blood, marriage, or adoption. For example, my father's ex-wife could be a mother figure for me, but because she is divorced from my father, she is fictive kin, not a relative. At the time the events occurred, it's possible that her state didn't recognize fictive kin in making placement decisions. The third option is that possibly Brown's biological father signed a direct consent, which is paperwork relinquishing custody of a child provided that a specific other individual takes custody. A direct consent wouldn't allow anyone else to have custody of Brown, only the named party.(less)
