Is this book a sequel to anything? When I first heard of this book; I was loosely under the impression this was a sequel to Sacre Bleu but after reading the description I'm no longer sure and it seems like it could be a sort of sequel to Fool since it features a main character.

I don't think it's a spoiler to say that the Fool character is the Fool from King Lear. I'd read that first if you haven't yet. You'll get more out of it.(less)
