Moray Teale The City and the City by China Mieville. It starts out as a crime novel and then pretty much defies categorisation

Not Mary, but her husband (me). I read the book without knowing anything about Chabon. I had read Moonglow. Both books are fascinating. Why is this book classed as science fiction? Is it purely because of its speculative element as alternative history? From reading various summaries, it doesn't seem to have any of the common scifi elements of " imagined future scientific or technological advances and major social or environmental changes".
