Did the couple who ran the pub receive any written notice from the phone company when they had a (seemingly) overdue, unpaid bill? It doesn't seem likely that a telecommunications company would simply disconnect a telephone service very suddenly and without notice.

Well, they did, it is referred to by the publican or his wife and once you have received that then failure to pay results in being cut off.(less)
