Short answer: sort of.

Long answer: Manufacturing Consent is arguably Chomsky (and Edward S. Hermans) magnum opus; Media Control is his runner-up. Media Control is much more a book of examples than philosophy. Whereas Manufacturing Consent seeks to establish a manifesto of sorts detailing the operation of propaganda and information control, Media Control seeks to provide examples of this manifesto.

If I recall correctly, the chapters in the book are actually taken from other written pieces and lectures and compiled into this work. I'd read it if you're particularly interested in evidence of propaganda and media manipulation. (less)
