Where do I get it? The English edition by Arcade Publishing is missing from their website and I don't quite feel like spending a thousand dollars on a used one.

However, if you read French, or Italian, or German, or Spanish, you're in luck. I remember hearing there was a rights dispute surrounding the English publication but don't know any details. The Arcade edition, at any rate, seems to have been indefinitely postponed.(less)
