In this story, he is also in love with Bess, and presumably jealous of the Highwayman. It is also implied that he has a low social and/or moral standing.

While not necessarily explicit, it would be reasonable to conclude that he was the one who, after observing the conversation between the couple, informed the English soldiers leading to the events that later enfolded.</spoiler>(less)
