This answer contains spoilers… (view spoiler)[When Winter first entered her city it was with the threat of a massacre or complete starvation of her people hanging over their heads. Storm hated that he bullied them into surrender, killing their crops and their people's livelihood so she sends the storm partially to show that while the King surrendered she still had some fight. It was also caused from her emotions running high. Before Storm is married off to Winter she was beaten by the Summer King within an inch of her life. The climax of the abuse she's been suffering since she was a child. It was Winter who sought out justice for her, who showed that he was the first person who would actually be able to protect her (despite her siblings good intentions they were never effectively able to do so). Winter pulled her out of an abusive family situation and gave Storm her first inkling of freedom. So it's understandable why she might be open to hear Winter out and consider his side of the story.

Her marriage to Winter secures Summer's safety (for a year at least) so by trying to get him to like her/ get knocked up she is looking out for Summer. Her father likes her other sisters so she has no worries about them being abused and Winter won't bother them until her year is up so there isn't any reason for her to be concerned about them. Also, no one has heard from her brother in years so there's no reason for Storm to be more worried about him then normal. As well, the last time she saw her brother he denied the existence of the sword and while she continued to believe in it there was no reason for her to think he was still interested in finding it too.

To address your point on her mother. She was a child . Every young person throws tantrums, that's just part of being a kid. It was just highly unfortunate that Storms powers were as strong as they were which resulted in her mothers accidental death. However, no child should have to endure the abuse her father put her through. It wasn't her fault, it was an accident. Whatever understanding she may have of the bitterness the King harbours against her is eclipsed by extreme unfairness of her treatment. (hide spoiler)]
