It has unresolved plot threads and several cliffhangers that will make the third book really confusing if you haven't read it. You could probably follow Froi and Quintana together without reading the first book (Finnikin of the Rock), which is more of a standalone novel, but I would recommend reading all three in order for the best understanding.
