In Suffolk County, NY, which is where I live, it is already illegal to leave a dog tied up or chained outside overnight, nor for extended periods during the day. Not sure if Virginia politicians will pay much attention to an online petition signed by people from other states. But I added my name.

Thank you all for signing. I share your doubts, Alphonse, about whether petitions can move local politicians, but I figured it was still worth doing. One of my dogs had been tied up outside by my neighbor--even in a blizzard and when she went into labor and give birth to her puppies on a hellishly hot July day. I was eventually able to take her in, thinking it would be temporary until I found her a home, since I already had two dogs. It turned out to be "temporary" for 12 1/2 years.
I feel the same way, Vi. It is encouraging, though, that more and more people are becoming aware of the great need to adopt homeless animals.
