French politician Aristide Briand served as prime minister for the first of 11 times in 1909, guaranteed the foreign borders of Belgium and Germany as the chief architect at Locarno of 1925, shared the Nobel Prize of 1926 for peace, and also drew up the pact of 1928 with Frank Billings Kellogg.

Kellogg as secretary of United States with Aristide Briand in 1928 cosponsored the pact that renounced war as an instrument of policy.
