“इन्दिरा गांधी इस आधिकारिक रिपोर्ट से भी प्रभावित थीं कि उनकी लाकेप्रियता अपने चरम पर थी। इसलिए उन्होंने इमरजेंसी में कुछ ढील देने का फैसला किया। संजय गांधी ने जब उनके इस फैसले के बारे में सुना, और यह भी कि वे चुनाव करवाने की सोच रही थीं, तो वे आग-बबूला हो गए। वे आनेवाले कई वर्षों तक चुनावों के खिलाफ थे। माँ-बेटे में काफी गर्मागर्मी हुई, लेकिन जब संजय ने देखा कि वे अपने फैसले पर अटल थीं तो वे कुछ ढीले पड़ने लगे। चुनाव करवाने के पीछे इन्दिरा गांधी की कुछ भी बाध्यताएँ रही हों, लेकिन यह इस बात की स्वीकृति थी कि कोई भी व्यवस्था लोगों की सहमति और प्रोत्साहन के बिना नहीं चल सकती। एक तरह से यह इमरजेंसी के दौरान लोगों के धीरज और सहनशीलता का परिणाम था। और सच्चाई यह थी कि आखिर में यही अनपढ़, पिछड़े हुए और गरीब लोग विजयी होनेवाले थे।”
