Haiti: A shaken state
The procedure for calling on Haiti's prime minister is notably informal these days. Turn up outside an old police station beside the airport at Port-au-Prince, show an identity card from the United Nations or a well-known aid agency and you will probably be allowed in to see Jean-Max Bellerive during his daily meeting with his ministers.
