Prince Souvanna Phouma was a younger brother of Prince Phetsarath Ratanavongsa. He received his early education at the elite Lycée Albert Sarraut in Hanoi before receiving degrees in architectural engineering from the University of Paris and in electrical engineering from the University of Grenoble. After completing his education, he returned to South-East Asia and entered the Public Works Service of what was then French Indo-China in 1931. After the Second World War, the French protectorate over Laos was ended, and Prince Souvanna Phouma served as Prime Minister of the Kingdom of Laos several times: 1951–1954, 1956–1958, 1960 and 1962–1975.
