Yesterday, I had the misfortune to be absent from my home town. Therefore, I could not join in the cheers, or the popping of champagne corks, at the news that Chelmsford is one of the three new cities created to commemorate the Queen's Diamond Jubilee.

We are a month away from the Budget, and things in the British economy are not going to plan. Unemployment is up. Banks are not lending. Tax revenues are depressed. State borrowing remains high. Our credit rating is threatened. Above all, growth is pitiful.
