Ted Bundy: The public story from FBI about their involvement has not been entirely truthful
The FBI website states: “In 1977, Theodore (or Ted) Robert Bundy (1946-1989) escaped from custody while being transported to Colorado to stand trial for murder. Salt Lake City issued an escape warrant that prompted the FBI’s involvement.” The records show that this statement is not entirely true.
In 1973, the WA State Justice and Planning commissioned a report/study on recidivism which was done by “Theodore R Bundy” Corrections Consultant. This study followed approximately/ [per the records] 1000 people being released from prison without their knowledge and was supported by, and followed by, the FBI, at least on a regional basis with the WA State project reviewed by the Regional FBI. There are concerns about this project discussed in internal memos as being a potential violation of privacy laws. Bundy interfaced with the FBI regionally on the project per the internal memos of that project and was given access to people’s records and to the courthouse apparently without supervision. He was a trusted member of the Republican party at the time at a high level and he was also on the crime commission and serving on committees that investigated rape and white collar crime. The irony is that these are two areas Bundy was already involved with personally having been reported multiple times for records thefts [even in college] at various places and also having been reported to the police for rape in 1972. Officials may have not known of these activities at the time and only in retrospect but that is not a valid reason for trying to downplay Bundy’s activity in killing in WA State and the two crimes scenes that were there. Bundy was paid for the report on recidivism which he completed and which identified flaws in the current system of the time period – contrary to public statements. That report detailed multiple flaws in the justice system which allowed criminals to repeat and not get caught.
Additionally, when Bundy was in Utah, the FBI was present there BEFORE he was transferred to Colorado. This is proven by the 1984 recordings [not redacted] in which Keppel on tape is discussing with Bundy the days before Bundy’s transfer from Utah and how an FBI official was on the scene when Utah was effecting the transfer and so also was Richard Larsen [book author]. It was discussed back then [per Keppel to Bundy] fears about what Larsen would say in a book related to Utah and perhaps to WA State. The FBI was there it seems to help Keppel in some capacity because the tape states [direct quote] “all of a sudden, they [investigators from another region than WA] show up and FBI called me and said do you want this guy there and I said well I guess I do now, they’re here….” I took the FBI aside and I said, ‘look, this is not good…you’ve got to stay the interview…do something…because it’s just not right this guy’s going to go out there and we don’t know what he’s going to say or what kind of deal he’s going to make with this guy but something’s wrong…so the FBI guy stays in the interview with him…” The conversation apparently had to do with an informant. But why is the FBI already there if as they say they were never involved until 1977?
In another statement from the tape, Keppel seems distressed about the situation and says to Bundy about what he said back then, Keppel goes on to tell Bundy about fears of what was going to be put in a book. Was FBI presence in Utah to prevent Larsen from either becoming aware of information or gaining access to it. Was it knowledge that Bundy had been working on a project with WA State officials and the FBI? Larsen’s book went out of print shortly after or near the time Keppel’s book “Riverman” was published with many misstatements and inaccuracies about the time period back then and investigations. There is also an official letter from Keppel at the AG Office in 1981 to Utah about another author and possibly charging that person with obstruction depending on what a book about to be published said. To me, this is aggressive tactics on silencing information about the case that is tantamount to bullying and given the information with held about Taylor Mountain raises serious ethical issues. How much did the FBI know about all of this going on behind the scenes?
In researching the FBI BAU it is stated on the internet that the BAU started in 1972 with the analysis of a New York case that was I believe related to bombing and that in 1974 profiling started and its first serial case was Ted Bundy. Interesting that the public story is always about 1974 as being where it all started with Bundy, with years prior to that never investigated even though records show clearly Bundy was active prior to 1974, and that the evidence of Taylor Mountain was suppressed and the evidence from Issaquah was mishandled and lost. They have also supported the story of the decapitation even behind the scenes – did they know that skeletal remains were found at Taylor Mountain and did they have a role in suppressing that information and making sure that evidence was “lost” “sealed” or “destroyed”?
Nearly all activity of Bundy’s in WA State was suppressed related to his killing and to his close involvement with the Republican Party and FBI. In the records behind the scenes the FBI met with Bundy [more than just Hagmaier] in prison in Florida and even helped him get in touch with the Green River Task Force – but it wasn’t through any attorney – it was through a judge in Tacoma. Why would the FBI help facilitate communications between a serial killer and the AG Office without Bundy’s defense attorneys and assist with Bundy contacting a judge. In the original case records there is a letter from Bundy to an FBI official thanking him for the visit to Ted in prison and Bundy stating he could help the FBI with more than just information about serial killer profiling.
How did Bundy, whose family had no money relatively speaking, end up so closely ingrained in relationships with high level officials and with the FBI to the point where they helped facilitate his communications with other officials. How did he afford college or law school without scholarships or student aid? How did he get into college and law school without outstanding grades and proof of financial ability. How is it he never seemingly left a paper trail and officials could never really get any background on him [in the files and also in Keppel’s book that his whereabouts were always mysterious and unknown] they never fully investigated him all these years – they left the questions open ended even when girls were missing and murder cases remained unsolved related to Bundy. That too is in the 1992 FBI report – “we’ll never know.” Perhaps because officials were determined to make sure of it…there is and always will be now suspicions and criticism of Taylor Mountain. The evidence was there. The skeletal remains were there.
I don’t know why someone authorized that evidence to be moved out to me. I don’t know why Ted Bundy allowed me to live when he could have killed me many times while I was in captivity and helpless due to drugging and being restrained but he didn’t. Perhaps because when it all started when I was in high school his attempts to lure me out and his use of the phone to talk to me to entice me out and to entice me to trust him when his attempts at break-in and outright abduction failed, allowed him to get to know me on a small level and that made it harder. But he also held other victims for awhile and he did kill them – Laura Aime and Melissa Smith were held and so too was another Utah victim and I would suspect by the lean-to and food wrappers, and bong and thermos and other items that a few victims were held on Taylor Mountain and possibly at Issaquah.
All I can state is that for me having these records and combing through them is closure to a very long and difficult journey. I’ve lost so much but I have my life. I want justice for the girls left on Taylor Mountain who were never identified and I want the final justice for myself: recognition, redemption [I was indeed a victim and I was not responsible for his actions] and peace. That peace will come when the officials finally admit to what has happened in this case and make it right by the public for the decades of deception.

Ted Bundy: Evidence List From Taylor Mountain in 1975 – 158 pieces of critical evidence -nearly 550 Search & Rescue on site – Contradicts Public Story
I would like to make a public statement here about accountability: not only to victims and families and myself, but to those professionals who worked Taylor Mountain thoroughly and who did their jobs – in all nearly 550 people/professionals. They did what the justice department expected of them and they recorded and processed the evidence according to the ethics and standards of that day…..Only to be betrayed by the very entity they worked for: the officials who sought to cover up the evidence and lie about the conduct of the people who worked on the Bundy cases at both Issaquah and Taylor Mountain and behind the scenes trying to do the right thing. I hope people think about that and recognize that these people have been defamed as “kids” and bumbling about as though they had no idea of what they were doing – it simply isn’t true.
Document #1: ESAR finds Taylor Mountain– March of 1975 = [158 finds] these are copied here directly from the Original documents in the Search and Rescue files and reports of that day in 1975. These were not “kids” but professionals — many of whom drove many miles to help on site. In all there were nearly 550 people who were on site at Taylor Mountain from 3-3-1975 to 3-8-1975. There were also Civil Air Patrol and helicopters.

In addition to these finds, a group of detectives went out to the crime scene one month approximately after the initial search and rescue teams were out there. One detective returned with a human skeletal remain and logged it in with his identification number and it too was sent to Superior Court as evidence. This was in 1975 before Bundy was picked up in Utah. That bone, skeletal, was later in 2005 [per its evidence number] matched to one of the girls found on site per DNA. This contradicts again the public narrative that nothing was found there but skulls and also begs the question as to why these detectives were out there again and why they too have remained silent and empowered and allowed the false narrative to be put forward as fact to the public. At the same time, another detective was taking in an axe handle, and a leather beaded corded necklace that was Bundy’s in WA. A leather beaded type of necklace was also found on one of Bundy’s victims per their autopsy report in Utah. What was going on back then for officials to go to such great lengths to prevent the public from knowing the truth about the WA State activity by Bundy? Was it simply the fact that Bundy had been working with the FBI on a project in 1973 per the records or is it something else? He was a prolific serial killer just like any other serial killer but he has been turned into a legend by the officials who have used this case to build their careers and profit from it. In my opinion….at the expense of the victims, public trust and accountability, and at the expense of the very institution’s values and ethics that they represent.
Note: On the maps of the search area of Taylor Mountain, across the stream from where find #30 [blue jean material], #55 [tennis shoe], #80 [bone], #57 [clothing] and #58 [green coat] there is an “x” labeled simply “clothing pile”. This is not noted on the finds list. Is this something they found as a “pile” and did not note it as deemed it insignificant or is this where they tossed any clothing items [in a general pile] -? Regardless, in a serial killer case where many young girls were missing, any clothing or evidence found would be critically important to preserve – even if it is ruled out later and even if it is a “pile”.
Note: Chemical bottles [find #25] were found within the crime scene at Taylor Mountain. Bundy told Liz in Utah that he had date rape drugs. It is noted in her book. He worked with a medical supply company and would have had access to these drugs. He also talked of the use of drugs and alcohol to ply victims while they were held captive. One Utah victim’s blood tests showed alcohol poisoning in her autopsy report. I also complained of feeling drugged and could not remember most of the rapes and what happened while I was held in captivity and this is documented in emails going back to 2001 as well the memory lapses in my recollections which remain even now. These chemical bottles were important to the crime scene. Bottles were also found at Issaquah but were not noted as to type. Both Taylor Mountain and Issaquah crime sites were near to abandoned homes as well as these are noted in the police records. In those abandoned homes there was red matter collected from the walls of the basement as evidence potentially. It is not noted what happened to this red matter/evidence in the records that I have. There is a lot here – I personally would like to know why all of this information was suppressed from public knowledge and an account made public which denied its existence. Especially when so many unsolved cases remain and Bundy was a prolific serial killer and the FBI report in 1992 essentially just gave up on all of it with a statement of “we’ll never know” – perhaps -but we certainly never had a chance to know when they concealed all that they did and released so much publicly that isn’t supported by the actual case files.

Doc #2: Location of Evidence: Grouped Taylor Mountain – Maps of Search Area as analyzed by Sara as no such analysis was present in the records.
This analysis was sent to KCSO and to Seattle Police and to the AG Office in WA as well as to the FBI. They never responded. Never questioned at all the public scenario being set forth – The search areas were defined by quadrants by ESAR on original maps and the findings within those quadrants are shown below. The analysis of findings per quadrant was done by Sara working from original maps and lists. Given the multiple references to the FBI in conjunction to working with Ted Bundy as far back as 1973, how much did they know about Taylor Mountain crime scene being “sterilized” for the public – i.e. denied its existence? The FBI was in Utah also behind the scenes when Bundy was being held there and appears to be working closely with Keppel per the records. Yet publicly the FBI states they only got involved in 1977 when Bundy escaped Colorado – that simply is not true.

Note: the following search finds [identified by their numbers on the search list for Taylor Mountain were examined by Sweeney and determined to be not human: #7, #8, #11, #26, #39, , #49, #54, #69, #84, #104, #141; #145; #151. Many of the finds were not marked as to location found. Further, the relationship between finds is not recognized simply by the way the grids were created. For example, a find may appear in a grid but actually be close to a find in another grid. Or, finds within a grid may be further apart from each other than some finds in a neighboring grid. This is not easily analyzed from the way the data at the scene was collected and no document that I could find cross referenced the finds in this manner. Also, if distance notations of a find were included, how many feet in a certain direction that the find was located, relative to other finds in the area per the layout of the reference stations and grid lines, is also important. There has never been a public discussion of the Taylor Mountain site relative to its importance in the development of a serial killer. Because the public has believed Keppel’s version that it “paled in significance” to Issaquah and that Bundy just used it as a dumping ground, it has not been studied to the extent it should have been. Bones found on site and listed by evidence numbers in fact proved to be human remains – the human remains of at least 5 young women, four of whom were known to have been killed there.
Further Analysis Examples of Taylor Mountain (using the maps to cross reference the finds):
1] Ammunition finds: #131 and #123 were found by powerline road in section I. #123 was found by the section mark.
2] The skull find [#22] in quadrant A was actually found near a thermos bottle [#27] which was not marked as to location in the finds list but was noted in location on the map. Near the skull were also found red cloth [#61] and a jawbone [#63]. Additionally, women’s clothing #124 {bras} was found at the intersection of A & B – so was a screwdriver [#139] and 4 small bones [#153].
3] Blue suitcase #146 was found by #107 blond hair – the blue suitcase was not marked by its location but the blond hair found in #107 was located in grid G at 108’. Section G also contained ammunition; several finds of hair; and bones.
3] #83 [human hair], #97 [blond hair], #82 [hair dark brown], #81 [bones and hair], #95 [bone fragment] were all found in proximity to each other even though separated by grid lines.
5] Find #111 [skull] was found south of the other skull on the map in another grid area across search line 50.
6] In vicinity of station E on map: #78 [jewelry clasp]; #72 [light brown hair]; #73 [light brown hair]; #8 [bones]
7] Find #14 was found by #8 – these were groupings of bones. It was identified on the map drawn by ESAR and set apart from the other finds but in the actual list #8 and #14 were not described by designated area.
8] Find #106 cork-shoe material was found in J along with bone fragments and jaw fragment.
Cork – shoe material could be significant as a few of the girls were wearing shoes of a type that could contain cork material such as clogs worn by Georgann Hawkins. Where is this evidence and why wasn’t it tested for DNA when DNA became available? In fact, why wasn’t any of this evidence other than bones tested for DNA? Why is the public story STILL to this day stating nothing was found at Taylor Mountain?
It is an issue of betrayal of public trust and accountability. The law enforcement community of WA State needs to be accountable for this deception over the years.

Ted Bundy & Sara who survived in WA State –A Scatter Plot of more than 30 points of alignment in locations and characterisics over a four year period
A scatter plot is defined by Webster as a type of mathematical plot “used to identify the type of relationship [if any] between two quantitative variables”. They are often plotted as a random appearing sequence of dots which after plotting depict a pattern in the direction of the graph. In other words, what appears to be a visual of random unconnected dots moving from left to right in reality has a common direction or parallel track of association. To my knowledge this tactic is not used in serial killing analysis but I know what happened to me over that four year period that he was stalking me and while some of the murdered and missing girls attributed to him fell outside the main trajectory of his stalking of me —-In hindsight, I feel looking back, that he was following me and killing girls in locations where I was and if he could not get to me to use me as a repeat victim or if he released me and then regretted that release some of those killings may be connected to that conflict that he had – it had nothing to do with me other than he let me live. As he told Keppel in 1984, every serial killer makes a conscious decision at some point as to whether to kill an intended victim or whether to either let them go, or not proceed with the attempt. Bundy is not the only serial killer who let a victim in their possession live by a decision they made and which the victim had nothing to do with it.
There are too many correlations in my victimology and in his pattern of behavior over that time period and in my travels which overlapped his as well during 1970 to 1974. Once June of 1974 came his intent with me was not to use me repeatedly but to kill me so as to not leave any victims alive in Washington when he moved to Utah. He made several attempts on my life between June of 1974 and June of 1976 when I fled Washington in a state of shock and severe PTSD with memory loss. He just didn’t succeed.
The following is a list of points of alignment in terms of characteristics of victimology. This is not the entire list: in all, there are over 50.
My age during the time I knew him was consistent with that of his victims: 16 to 21.
My physical look: small build, 5’3”, long brown hair to my waist parted in the middle, brown eyes, brown hair, slender build at 105 pounds. I wore juniors clothing when I was a freshman and sophomore in college as could not fit into most women’s clothing labels.
I wore pants nearly all the time in college due to the distances I had to walk between classes.
I wore both pants, and dresses in high school. I wore halter tops and shorts.
I tried out for cheer leading in high school and didn’t get it but I did get on the drill team.
I had pierced ears. [Many of his victims and girls missing but never found had pierced ears]
Like Georgann Hawkins, I was in the Daffodil pageant representing my school.
As part of that pageant I made a trip to Ludlow Kramer’s office and to Governor Dan Evans’ office.
I have photos of me there and emails time and date stamped stating Ted knew I was going there as had talked to him about it when he called. In the records, during the Rosellini investigation, Bundy stated he had worked closely with Ludlow Kramer and the Governor office unofficially since 1969.
I went to high school in Lakewood, a suburb of Tacoma so was in proximity.
My father moved out of our home in Lakewood to an apartment near UPS the summer of 1971. Ted was known to frequent parties there. I used to frequent dances there with a girlfriend. My father’s apartment was about a mile from Ted’s family home in Tacoma.
I skied frequently at Crystal Mountain, Alpental, and Snowqualamie ski resorts: the same resorts Ted skied at. I have several memories of running into him there.
I stated over and over in my emails that Ted had raped me in high school and that it was violent and I felt I had been nearly killed. That was in the summer of 1971 and possibly again in 1972 as he continued to call and monitor my whereabouts. Ted was reported by a woman in 1972 to the police for a rape. Her complaint was not taken seriously as she was described as “imbibed” but records show that Ted imbibed his victims that he held in captivity before killing them. This too is in my memories of that rape event. That I had felt drugged. I also reported during that rape that he was driving a VW. In the records that car usage in 1971 was confirmed. It had never been reported publicly.
I went to the University of Washington for my college education, starting in the fall of 1972.
Ted was attending college there also. He had just graduated with his psychology degree.
I pledged a sorority at the University of Washington that was just three blocks from Liz’s home.
My room in the sorority my freshman year was on the second floor, down the right hall and to the right and there were four of us in there. The window faced 18th avenue. There was a door in the back of the sorority that was often left open for the house staff. It opened directly into the stairway which led upstairs and had been used by fraternities for “raids”. This mirrors or is similar to the layout of the Florida sorority.
I went dancing at Dantes Tavern frequently with friends. At least two of these friends resembled two of Ted’s victims. Ted was known to hang out at Dantes and I had stated multiple times I’d seen him there.
I mentioned in an email to authorities that Ted had sent a porno book to me when I had been hospitalized [had given it to a nurse as he was restricted from the floor]. I described it and I stated it frightened me not due to violence but to what it implied. The porno book had never been made public but it is documented in the records and such a book was found at one of the kill sites.
I talked of feeling drugged multiple times and being always bound in my memories and chemical bottles were found on site at Taylor Mountain during the initial searches as well as a snug tie, thermos, lean to and other items. There were abandoned homes at each of the WA State kill sites.
I talked in emails of being held captive in a place that had a lot of wood in it and which smelled “musty” like a room in my grandmother’s home which was never used near the attic upstairs.
In the fall of 1973 I moved to the sorority “annex” which was an apartment building which faced an empty lot, an alley, and was on 16th behind the Theta house. There was a large bush outside of my window [which faced the parking lot and alley] that shielded a car from observation as it wasn’t lit due to the bush. It was where Ted parked the night he abducted Georgann Hawkins. He had been stalking me and parking outside my window – something I had been telling authorities to no avail for years.
There are many more correlations.

In the records Ted is noted as hitch hiking north of San Francisco – this was never released that I know of.
I went again to Modesto in the spring of 1972 to visit friends and flew there. I went again to California in the spring [spring break] of 1973 to Santa Barbara with two girls from my sorority. We drove 101 to get into San Francisco to go to Stanford where one of the girls had a friend there and then continued on to Santa Barbara. I went again to Modesto in the summer of 1973 and we drove along the coast highway again and again went to Stanford. The Santa Rosa killings started in 1971 and ended in 1973. Summer of 1973 was the last time I went to CA to visit the Bay area. I ran away from Ted in the summer of 1975 under severe stress and returned fall of 1975. I quit nursing school and dropped out and ran to CA again to Lost Angeles in the summer of 1976 and stayed away for 2 years.
I could not remember at that time anything that had happened to me and was in a severe state of traumatic amnesia.
During high school in the summer of 1972 I went camping to Chelan. I went again to Chelan over Memorial Day in 1973.
I went hiking around Point Defiance in high school and to Rainier several times in high school and in college.
I went to Canada, to Vancouver, in 1973 several times with a girl friend.
I went to Oregon multiple times during the years 1972 to 1974, to games and to parties, in both Corvallis and in Eugene.
I was modeling and traveling all over western WA during 1971 to 1974. I was in Olympia, Longview, Bellingham, Redmond, and others.
I was in Spokane in the summer of 1974 to the World’s Fair.
I lived in McMahon dorms during the summer of 1974 and was in nursing school. Caryn, a victim in CO, was a nurse. He attacked girls in the sorority in FL and then went a few blocks away and attacked another in a ground level apartment. I had moved from the sorority location on 18th my freshman year [1972-1973] of college to a sorority “annex” or apartment, a few blocks away behind the Theta sorority which my room faced the alley where Hawkins was taken. I had been telling authorities that Ted started stalking me in high school and my locations during that time line up in proximity – his behaviors towards me back then in high school were very similar to Laura Aime and I had a hairstyle like hers [layered shag] and looked very similar.

Ted Bundy Public Story: Refuting the book “Riverman” by Robert Keppel -multiple misrepresentations and misstatements that don’t match case files
I would like to make a public statement about the following documents and reasons for putting this up on the internet. The story/narrative about the Bundy years has been misrepresented for decades per original records authorities hid from the public. While Robert Keppel has become the face of the case publicly, behind the scenes there was FBI involvement in some of this misrepresentation.
Keppel is not the only person involved back then who has withheld information from the public about evidence: at least two other investigators from that era know that a]skeletal remains were removed from Taylor Mountain; b] critical evidence was logged in from Taylor Mountain as well as taken directly from Bundy or another witness. Several people in WA State who were involved in the Bundy cases went on to have careers with the FBI including Keppel. Internet searches show he has also worked with FBI and FBI BAU. At the expense of the unknown girls thrown away on Taylor Mountain and Issaquah? At the expense of all of that evidence?
In addition to these very valid concerns, you have the tremendous amount of individuals present at both crime scene locations where bodies were found: At Taylor Mountain alone there were, per the records of that day, and I quote: “from 3-3 to 3-8 [1975] the number and type of personnel included KCP: 38; WESAR: 378; SAP: 103; GSSD: 20 [German Shepherd search dogs]; WNG: 17; DES: 1; Boeing Co: 1; Seattle police: 7; KCEMS: 2. That does not include the separate personnel logged in for Civil Air patrol nor does it include all the vehicles and the helicopters which are also noted in Keppel’s reports of the day. That’s just under 550 people on site at Taylor Mountain. How and why would all those people stay silent all these years unless the FBI was indeed somehow involved? After all Keppel’s public scenario has never lined up with what they saw and found on Taylor Mountain.
It was a thorough and well done search and rescue and recovery – so why the denial? Records also indicate that searches were conducted in the area of Taylor Mountain as well as Tiger Mountain which is right across the highway from Taylor Mountain. In fact two victims are noted as found on Tiger Mountain and someone crossed this location off on the original document.
My purpose in bringing all of this out is to force a public acknowledgement of a narrative that is not supported by the actual case facts and to try and bring justice and closure not only to the victims at Taylor Mountain and Issaquah who were never identified but to the families and to myself as well. When you look at all this evidence in perspective to that time period it raises concerns about public responsibility and accountability. People I guess can write me off as I lived but those girls who the authorities callously denied their existence don’t deserve it. Neither do I frankly.
Bundy was an experienced serial killer in 1974 – it didn’t start then. They only discovered how extensive his killing was after Sammamish [in fall of 1974]. In all the information and misinformation people forget sometimes that in 1974 the Issaquah crime scene was found with multiple bodies there – and two young girls unknown so it is highly doubtful that his killing started in 1974. He told Keppel in 1984 that no one [serial killer] wakes up and starts killing one a day [referencing the Green River Killer] – that there is a progression and that the first case found is rarely the first victim for the killer. If you look at the extensive amount of evidence at Issaquah when it was found and the multiple bodies there, it is pretty evident that he had been at it for quite awhile. He also mentions in his final interview [cut from the public version] that the killing started in 1972 and that he’d done things prior to that. His killing was planned and executed in a precise type of manner or he would have been caught sooner. His own statements behind the scenes in the records and echoed in Richard Larsen’s book are that his “sickness” started before he met Liz and that he “acted on it” in 1971, 1972, 1973. I can corroborate Larsen’s statements in his book because I have those records. What was found at Taylor Mountain corroborates Bundy’s statement of earlier activity. The misrepresentations of case facts in the book “Riverman” also raises questions about the public narrative’s authenticity.

He said they had searched the hillside and had found nothing but bones.”

These documents were coded with separate search and rescue case numbers so other investigators may not have seen these over the ensuing years as they had been moved to the sealed area but Keppel knew as he was on site. He misstated the efforts of these professionals and embellished his own role in the search efforts of that day.

Logs were kept and and many had recorded bringing their cars to the site and had driven from 20 to 50 miles to get there. There were several finds of possible graves: shovel [find #9] which Bundy talked of being carried in serial crimes; a depression in the earth [find #2]; overturned earth [find #321] which was located only 38 feet from find #317 which was a femur. This proximity of the finds relative to each other was in the original records of the ESAR professionals. Knowing the proximity of the evidence relative to each other is very important to analyzing the crime scene and I can’t imagine any investigator even at that time period not realizing its significance.
Page 19: “The killer probably saw for himself the results of predators scavenging human remains, since one body was there for over a month before the other two were discarded”.
Lack of a citation document for this by Keppel: where is the proof of this statement? There was nothing in the records at all about it. It is noted in the records that parts were found of at least one to two individuals whose skeletons did not match the known missing girls Ott and Naslund. Where is the ME statement that proves these remains were there for that long and that there was a difference in the aging of the remains between one victim and the other two? Only Ott and Naslund are ever discussed so where is the third and possibly fourth victim from that site? Any statement that it was Hawkins or other cannot be proven and is conjecture only as WA State has claimed publicly that remains were “lost” of Issaquah. What happened to the over 100 pieces of evidence collected from the site? This was a major crime scene.
Page 25: Under the Georgann Hawkins discussion: “[Ted Bundy…] hoped that he had concealed forever her most identifiable characteristics – her teeth.”
Refuting documents: Georgann Hawkins detective notes on a deformity she had of the tibia and fibula of one leg – a characteristic that would have identified her remains by x-ray. It would only have taken an x-ray and DNA would not have been needed nor the teeth. Two bones were found at Taylor Mountain that were sent to the ME office marked only as “Bundy bones”. They were in a box of elk bones. Police at the time were very aware of the deformity and there are detective notes of that time period where they were requisitioning leg x-rays of the victims found on Taylor Mountain. There is also a notation on the original map of Taylor Mountain of a leg bone possibly being recovered near the stream where other items of evidence were found. If there were no skeletal remains and no evidence of any value found at Taylor Mountain why were pieces of evidence forwarded on to the Superior Court [clothing and bones] and why would leg x-rays be requisitioned? No, the evidence at Taylor Mountain was as important if not more significant in volume and in bodies than Issaquah and the two crime sites, not dumping grounds, mirrored each other. There were also abandoned homes near each of the crime scenes.
This is the exact quote of an internal memo from the ME Office in 2005 referencing a box of bones from Taylor Mountain being sent to the ME in March of 1984: “there is at least one human tibia and fibula in this bin and possibly one more human tibia. [She]thinks based on the description that Bundy gave to Keppel in an interview that these may be bones belonging to Georgann Hawkins. If I remember correctly Hawkins went missing from Seattle. She says the only paperwork she has with the bin was signed over to the ME on 3-8-1984.” This is very near the time Keppel took over the Green River Killer Task Force investigation.
In 2005 skeletal remains were sent to TX to confirm that three of the four girls found there were identified by the skeletal bones. The other bones did not match the three girls whose DNA had been sent and did not match Hawkins. These skeletal remains were removed from Taylor Mountain during the days of the initial search and assigned evidence numbers. Those evidence numbers allow them to be tracked through the records over the years. There is no doubt they were found originally on Taylor Mountain and refute the decapitation theory that Bundy decapitated victims. In the records that were sealed Hawkins is always listed at Taylor Mountain and not at Issaquah. Hawkins remains missing. Knowing skeletal remains were found at Taylor Mountain why did Keppel put forward the theory of decapitation and so willingly accept Bundy’s rendition of it with Hawkins when her remains were never found and there is no evidence to support that Bundy decapitated his victims in WA State or elsewhere that I can find.

Animals that tugged away at a decomposing skull pulled the remains as the skull was being dragged along the ground. At Issaquah, some teeth and a mandible, as well as the mass of hair, were dislodged and fell off along the trail. We learned that if we searched in logical directions along known animal trails after the discovery of the skull, we would discover the dislodged parts. We also had discovered that it was important to sift through the dirt along the animal trails for teeth, bullets, fingernails and jewelry that had been dislodged from body parts.”

The two sites were nearly identical in the types of evidence they contained. Taylor Mountain had 158 pieces of evidence: weapons, skeletal remains, remains of several young girls, signs of animal activity, possible graves, possible evidence the killer was there on site, and other evidence that suggests the killer may have spent time there. The scale of evidence was nearly the same if not larger at Taylor Mountain than at Issaquah.
Refuting document: From Detective Hahn’s report per the ESAR Mission Data sheet and report: 3-3-1975: “Enough bones and skulls were found to identify three of the many missing females of the NW.” His report clearly states bones and skulls. This report is backed up by several others of that day including other jurisdictions who were helping on scene and the Civil Air Patrol reports as well.
Page 29-30: “The day after the initial discovery of Ball’s cranium, six German shepherd dogs, their handlers, and I combed Taylor Mountain site, hoping to find more bones…unfortunately a day earlier, I hadn’t paid much attention to the markers placed on the trees by foresters. Their red flags were too far apart, and the density of the forest made it difficult to determine where the next one would be.”
ESAR search and rescue documents of the day show the area was well cordoned off and marked clearly as to search quadrants. Keppel was not alone on the site: There were close to a total of 500 people actively working that crime scene during the days the searching was conducted.
The actual testimony of the forestry professional about the site is as follows: “We left it [skull] right where it was and then finished our field work. We called King County police last night when we got home sometime around 5pm. Today, 3/2/1975, we directed the police back to the skull and assisted with compass coordinates and measurements from where we found the skull back to the 1/4 corner of South Section line of Section 20 and 21. We measured the distance back to this point, taking several compass headings. We the exact measurements to the officer.” There is no mention anywhere in the site documents of the use of red flags.

Ted Bundy serial rapist in WA State: Glad to see discussions on rape victims & how they are treated – more education and training is needed in law enforcement
Sealed records show that Bundy had a prior rape complaint in WA State in 1972 and that he wrote a rape paper for the King County area Crime Commission on why rape was under reported and under prosecuted also in 1972.
I am going to sound bitter and angry but I can’t help feeling that way: My experiences in coming forward now for nearly 20 years mirrors what other survivors have been saying in general. We have a long way to go in society when it comes to dealing with rape. I came forward to several departments of the WA State justice system for over a decade starting in 2001. My experiences are supported by case facts and the person who raped me was a serial rapist and killer. I was coming forward long before this was a national conversation. I was coming forward before other young people held in captivity were being empowered to talk of it. I was coming forward before severe trauma was understood; before rape trauma and stalking trauma were understood and before captivity trauma was recognized as unique – it still isn’t.
I was ridiculed by a few detectives, told I only wanted publicity, defamed by Keppel repeatedly behind the scenes [who’s not been forthcoming about the actual case facts for decades now] and treated badly by the AG Office as well. I was told in one email by an official that I only “thought” I’d been abused by Bundy when in reality my memories time and date stamped lined up to details in the case that had never been released and were in a sealed area. If the case had been protected instead of being publicized for media attention I could have had a better chance of being heard: what I was telling them was important to unsolved cases.
Even more devastating than not being believed was the manipulation of me during the time I was severely traumatized -the time the memories were returning and I was suffering from delayed severe PTSD. My memories had been delayed for decades – not only due to the severity of the psychological trauma of being kidnapped, raped repeatedly, stalked and held captive unable to escape, but also by the physical trauma of drugging, imbibing with alcohol while in captivity and being hit on the head repeatedly. All of this is borne out and supported by the memory fragments I presented with – they lined up to original case files which had been sealed. I wasn’t coherent, I was often stumbling through memory fragments of that time period that were out of alignment and all over the board – but the sad thing and tragedy for me is that they were accurate then and are accurate now to the specific never published details of the case much more so than the narrative that was being put forward publicly as “truth”.
Instead of being helped in a vulnerable period of my life when I was desperately trying to testify, I was being manipulated, coerced, and discounted. I was removed from the protection of the police as I was refused an interview for years and not assigned a case number and I was removed from protections of victims rights. I begged for help with counseling because no one would believe me and I couldn’t afford the high fees of professional psychiatrists who were versed in PTSD and captivity trauma and Stockholm Syndrome and rape trauma. The severity of the trauma had cost me my career, my relationships and essentially my life though I lived. I was removed from a rape counseling facility shortly after I gave them permission to contact Keppel and Rule and I was removed under false pretenses by my advocate at the time. My records, according to the administrative staff years later, were removed as if I had never been there. But I have the emails saved to server still proving that I was there.
I was “interviewed” out of the facility where things were taken out of context that I said and also I was led in directions. For example, Ann Rule told me one time in an email…I was having fantasies about Bundy raping me, that Bundy never had a car, that he lived “close to Liz” and that my memory of him driving a blue VW when I was raped in 1971 was false as “he never had a car”. She obviously didn’t know records had been sealed as I lived 3 blocks from Liz at college, my memory of the blue car was spot on as he drove Liz’s car often in 1971 per multiple witnesses, and he was reported for another rape around the same time period. Additionally, I was manipulated by Keppel’s interference behind the scenes blocking me from the police and interfacing with a private detective I was meeting with [he told me Keppel was trying to block me] as well as my advocate who removed me from the facility. She, at lunch one time,said “you know you never had a relationship with Bundy”. I thought she meant I was being raped and there was no relationship so I said “yes” and I suspect she was taping the conversation as her phone was out and she looked at me like she’d gotten a final statement. I had been led into a false statement and I realized it shortly after we left as it didn’t feel right that we didn’t discuss anything after that – so, I even emailed her later and told her I thought she meant dating him when I’d been raped by him multiple times and that’s what she meant by relationship.
It’s a terrible betrayal to suffer all these events at the hands of people you thought you could trust and couldn’t. I know it sounds like I’m confused about what happened back then but I was back then and my memories were all jumbled up and fragmented…Ted was manipulating me all the time – between acts of violence and acts of kindness. He set it up when I was in high school and he continued it until the summer of 1974. It took me years to sort through the memories to make sense of them and even more years to go through the original sealed records to understand all that had happened. Bundy knew I had no stable home life with both of my parents out dating and separated and I was new to the whole area of WA State having just moved there from the Bay area of California so I had no friends who knew me or that I was close to in order to confide in. I was in proximity to him nearly all of those four years. He kept tabs on me. My parents were not supportive of their children during that tumultuous time in their lives. My memories shattered from the extreme stress and anxiety of all that was happening – I wasn’t a worldly girl and I couldn’t cope – I’m not sure anyone can cope with rape no matter how old you are or how many relationships you’ve had – I had never even had a boyfriend – we moved too much.
I begged for help from the police to put the fragments together so I could heal and was essentially ridiculed and denied any access – they wouldn’t even interview me in person nor take any information from me. The same was true of the FBI – so they cannot claim they support victim rights – the regional office in Seattle sure doesn’t. They turned me away repeatedly even though my memories lined up in very specific minute details to the original case records. I gave them complete victim impact statements direct to the regional victim advocate of the FBI as I was told to do by the Department of Justice yet they refused to give me a case number and told me on the phone literally to go away. An attorney I was trying to get even called them and was told I wasn’t legitimate and didn’t have a case number. She told me she only “helps victims” and turned me away – I was devastated – she had been referred by the national victim association. No one to this day has ever EVER reviewed my information in total. The one “interview” I had with the AG Office and the officer never even looked at it – in fact when I tried to move it over to him he pushed it away. He told me several times I was wasting his time and yet I still felt grateful for being given a chance to be heard and I left feeling better. In hindsight I hate them for making me feel grateful for more abuse like that. It happened frequently – the police jurisdictions refused to talk to me telling me I only wanted publicity. How can you judge that when you’ve never seen the evidence – when you know fully well that evidence back then was destroyed per an internal order and that action is documented by internal memos?
I am who I say I am and I am going to fight until my experiences back then are public and until what has been stated publicly by WA State is acknowledged as false. The lies put out by WA State and others about Bundy cases in WA State are harmful to the families who’ve lost loved ones in addition to my own turmoil. My locations and proximity to Ted on multiple levels would be difficult to match to any other person even the traveling that I was doing back then. It’s more than coincidental – it supports my contentions fully that he was stalking me over a four year period.
I had withdrawn my book initially due to the backlash and ridicule it received but I am going to re-release the original version as I had tried to express what had happened to me and was still in the throes of trauma. I will not let WA State get by with what they’ve done to me – denied me my existence; ridiculed me in public [empowered Ann Rule to write a defamatory narrative about me in her book which she states she had permission to do but which she did NOT EVER have permission to do and it wasn’t accurate and had been totally contrived to make me look bad]. Behind the scenes I’ve been told repeatedly that Keppel has blocked me and discredited me with statements like “there is no survivor” and so forth but the whole time Keppel was hiding his own secrets – his book “Riverman” is not true to the original case files and has errors, misstatements of case facts, and is embellished throughout. It is not a work of nonfiction.
It’s time that I was able to be heard and my case looked at it for what it is: the testimony of a severely traumatized survivor of multiple kidnappings by Ted when I was just 16-19 years old and from a broken home with nowhere to go. What has happened to me needs to be in the public awareness not only for its understanding of the case as it actually was but also because of how victims continue to be treated by the justice department and by aspects of the public as well. It’s not right – serial cases leave survivors and Bundy’s cases are not being analyzed truthfully or correctly to all that happened back then. I can state that publicly as I have the original records that support what happened to me. Those original records dispute the narrative put out by Keppel and do not support his version of events. It’s time for equal time for the original records and for myself to be heard and put into context of that time period.

I am going to sound bitter and angry but I am and I have a right to be: My experiences in coming forward now for nearly 20 years mirrors what other survivors have been saying in general. We have a long way to go in society when it comes to dealing with rape. I came forward to several departments of the WA State justice system for over a decade starting in 2001. My experiences are supported by case facts and the person who raped me was a serial rapist and killer. I was coming forward long before this was a national conversation. I was coming forward before other young people held in captivity were being empowered to talk of it. I was coming forward before severe trauma was understood; before rape trauma and stalking trauma were understood and before captivity trauma was recognized as unique – it still isn’t.
I was ridiculed by a few detectives, told I only wanted publicity, defamed by Keppel repeatedly behind the scenes [who’s not been forthcoming about the actual case facts for decades now] and treated badly by the AG Office as well. I was told in one email by an official that I only “thought” I’d been abused by Bundy when in reality my memories time and date stamped lined up to details in the case that had never been released and were in a sealed area. If the case had been protected instead of being publicized for media attention I could have had a better chance of being heard: what I was telling them was important to unsolved cases.
Even more devastating than not being believed was the manipulation of me during the time I was severely traumatized -the time the memories were returning and I was suffering from delayed severe PTSD. My memories had been delayed for decades – not only due to the severity of the psychological trauma of being kidnapped, raped repeatedly, stalked and held captive unable to escape, but also by the physical trauma of drugging, imbibing with alcohol while in captivity and being hit on the head repeatedly. All of this is borne out and supported by the memory fragments I presented with – they lined up to original case files which had been sealed. I wasn’t coherent, I was often stumbling through memory fragments of that time period that were out of alignment and all over the board – but the sad thing and tragedy for me is that they were accurate then and are accurate now to the specific never published details of the case much more so than the narrative that was being put forward publicly as “truth”.
Instead of being helped in a vulnerable period of my life when I was desperately trying to testify, I was being manipulated, coerced, and discounted. I was removed from the protection of the police as I was refused an interview for years and not assigned a case number and I was removed from protections of victims rights. I begged for help with counseling because no one would believe me and I couldn’t afford the high fees of professional psychiatrists who were versed in PTSD and captivity trauma and Stockholm Syndrome and rape trauma. The severity of the trauma had cost me my career, my relationships and essentially my life though I lived. I was removed from a rape counseling facility shortly after I gave them permission to contact Keppel and Rule and I was removed under false pretenses by my advocate at the time. My records, according to the administrative staff years later, were removed as if I had never been there. But I have the emails saved to server still proving that I was there.
I was “interviewed” out of the facility where things were taken out of context that I said and also I was led in directions. For example, Ann Rule told me one time in an email…I was having fantasies about Bundy raping me, that Bundy never had a car, that he lived “close to Liz” and that my memory of him driving a blue VW when I was raped in 1971 was false as “he never had a car”. She obviously didn’t know records had been sealed as I lived 3 blocks from Liz at college, my memory of the blue car was spot on as he drove Liz’s car often in 1971 per multiple witnesses, and he was reported for another rape around the same time period. Additionally, I was manipulated by Keppel’s interference behind the scenes blocking me from the police and interfacing with a private detective I was meeting with [he told me Keppel was trying to block me] as well as my advocate who removed me from the facility. She, at lunch one time,said “you know you never had a relationship with Bundy”. I thought she meant I was being raped and there was no relationship so I said “yes” and I suspect she was taping the conversation as her phone was out and she looked at me like she’d gotten a final statement. I had been led into a false statement and I realized it shortly after we left as it didn’t feel right that we didn’t discuss anything after that – so, I even emailed her later and told her I thought she meant dating him when I’d been raped by him multiple times and that’s what she meant by relationship.
It’s a terrible betrayal to suffer all these events at the hands of people you thought you could trust and couldn’t. I know it sounds like I’m confused about what happened back then but I was back then and my memories were all jumbled up and fragmented…Ted was manipulating me all the time – between acts of violence and acts of kindness. He set it up when I was in high school and he continued it until the summer of 1974. It took me years to sort through the memories to make sense of them and even more years to go through the original sealed records to understand all that had happened. Bundy knew I had no stable home life with both of my parents out dating and separated and I was new to the whole area of WA State having just moved there from the Bay area of California so I had no friends who knew me or that I was close to in order to confide in. I was in proximity to him nearly all of those four years. He kept tabs on me. My parents were not supportive of their children during that tumultuous time in their lives. My memories shattered from the extreme stress and anxiety of all that was happening – I wasn’t a worldly girl and I couldn’t cope – I’m not sure anyone can cope with rape no matter how old you are or how many relationships you’ve had – I had never even had a boyfriend – we moved too much.
I begged for help from the police to put the fragments together so I could heal and was essentially ridiculed and denied any access – they wouldn’t even interview me in person nor take any information from me. The same was true of the FBI – so they cannot claim they support victim rights – the regional office in Seattle sure doesn’t. They turned me away repeatedly even though my memories lined up in very specific minute details to the original case records. I gave them complete victim impact statements direct to the regional victim advocate of the FBI as I was told to do by the Department of Justice yet they refused to give me a case number and told me on the phone literally to go away. An attorney I was trying to get even called them and was told I wasn’t legitimate and didn’t have a case number. She told me she only “helps victims” and turned me away – I was devastated – she had been referred by the national victim association. No one to this day has ever EVER reviewed my information in total. "Reconstructing Sara" The Lost Victim of Ted Bundy
"Reconstructing Sara" is not written to be a novel. Instead, it is public testimony . I did not shy away from what happened back then, nor try to create a dramatic end in sudden revelations. I am telling the story in the way the memories remain -as they occurred over a time line of nearly four years – supported by never released case files.
I also included emails which express memory fragments and contain elements of the case which were factual. Each email in the book has its original time and date stamp noted. These were all saved as originally written to the servers. They exist in their original form.
