(EN) Habib Boularès (Arabic: الحبيب بولعراس‎) (born 29 July 1933) is a Tunisian diplomat and politician. He first entered the cabinet in 1970 as minister of culture and information, serving in that post until 1971. He served as the Minister of Foreign Affairs of Tunisia from 1990 to 1991, defense minister for a brief period during 1991, and as President of the Chamber of Deputies of Tunisia from 1991 to 1997. He served as secretary-general of the Arab-Maghreb Union from 2002 to 2006.

(FR) Né le 29 juillet 1933 à Tunis, est un journaliste, écrivain et homme politique tunisien. Il a été diplômé en anglais (Le Caire), en journalisme (Strasbourg) et en économie (École pratique des hautes études de Paris).En 1953, il est réfugié politique au Caire. Après l'indépendance tunisienne, il commence une carrière de journaliste et devient directeur du quotidien El Amal entre 1960 et 1967 puis président-fondateur de l'agence Tunis Afrique Presse entre 1961 et 1962. Il entre pour la première fois dans le gouvernement tunisien en 1970 comme ministre de la Culture et de l'Information. Il quitte ce poste en 1971. Apres une traversée du désert, il siège comme député entre 1981 et 1986. Il est nommé ministre des Affaires étrangères en 1990 puis brièvement ministre de la Défense en 1991 avant d'être élu à la présidence de la Chambre des députés. Il quitte le perchoir en 1971. En 2002, il est désigné par les chefs d'État maghrébins pour occuper le poste de secrétaire général de l'Union du Maghreb arabe3. Il décide de prendre sa retraite en 2006.
