Governance Systems

The choice between centralized and decentralized governance involves trade-offs and depends on specific priorities. 

Governance refers to patterns of rule or practices of governing, distinct from the hierarchical authority of the modern state. It encompasses various systems, institutions, and norms by which organizations, communities, or societies are directed and controlled. 

Governance can be centralized or decentralized, each with distinct characteristics, advantages, and disadvantages.

Centralized Governance: Centralized governance is characterized by a singular group or entity that controls decision-making processes. This structure is hierarchical, with top-down control and standardized procedures.

Characteristics of Centralized Governance: The governance disciplines are controlled by a single entity with a hierarchical structure, standardized processes. The Advantages include such as, easier to use and more accessible, a higher adoption rate due to user-friendliness. The disadvantages include such as: it can be less secure due to the central storage of personal information, making it vulnerable to cyberattacks. It may be less attentive to the diverse interests of stakeholders.

Decentralized Governance: Decentralized governance distributes decision-making authority across a network, often relying on consensus mechanisms. This approach emphasizes broader participation and can be more adaptive to change.

The characteristics of Decentralized Governance include such as: It relies on consensus mechanisms for decision-making. Data is distributed across users. The Advantages include such as: More secure, as personal information is not held in a central location; greater transparency and democratic decision-making; it is globally inclusive, highly scalable, and adaptive to change. The Disadvantages include such as: It requires extensive technical knowledge to participate. It may face liquidity shortages or be affected by concentrated buying or selling activity. Smart contract vulnerabilities can create significant security risks.

Influenece of FutureIT Los Angeles

The atmosphere of the conference was active, IT leaders and professionals shared their knowledge together, learned from real-world examples, and gained strategies and practices for exploring new technological solutions.

In mid-May, the early summertime, Los Angeles was warm and vibrant, but not so hot. I was heading to downtown LA to participate in the Future IT Los Angeles conference. 
The staff were very friendly, helping me finish the registration process smoothly. So I could focus on learning and brainstorming IT-oriented real-world solutions to many emerging and existing issues facing human society. 

When I arrived in the conference hall, the conference had just started in mid-morning. Many industry leaders, professionals, and technology enthusiasts were already there to listen to the presentation about the latest technological trends and IT-enabled solutions.

The first presentation, "Leading Exponential Initiatives: From 10% to 10X": It introduced the AI impact across the industrial sectors. Of course, it takes a lot of effort for organizations to go from incremental progress to exponential growth. There are a few key gaps—in vision, expectations, accountability, and resources—to ensure your exponential projects aren’t blocked by incremental thinking.

The other presentation: "Aligning IT Investments with Business Strategy." IT is not for its own sake, but for solving business problems and creating great value. Forward-thinking IT executives connect IT strategy to business outcomes through scientific prioritization, scenario planning, and agile execution. 

The panel discussion: "Enhancing Customer Experience with AI and Automation." A few senior managers in different industries shared their real-life experiences about how to gain strategic advantages for integrating AI-driven solutions while maintaining a human-centric approach. 

Another panel discussion also focuses on driving digital innovation. The panelists shared their experience on overcoming common roadblocks, scaling innovation across the enterprise, and improving their business performance.

Exhibitions and Lunch Discussions: During lunchtime, we also had some discussions about technology innovation events in different cities and states, as well as the impact of emerging technologies on various industries. I also visited a few exhibition booths in the dining hall, where a few IT solution providers introduced their latest products and services. I believe more IT vendors should come to do the presentation. 

Hot Topic Brainstorming: I like the hot topic discussion sessions hosted by different vendors in the early afternoon. Because it was more interactive, allowing audiences to ask questions and solve particular issues. A few hot topics fit the needs of different organizations.

FutureIT Los Angeles served as a platform for inspiring discussions and networking, equipping attendees with valuable insights to navigate the evolving tech landscape.

Impact of Telepathy

 Collective Telepathy involves the transmission of thoughts, feelings, or emotions among a group of people, often in a shared setting or context.

In our vast world, there are many known unknowns and unknown unknowns. Telepathy, often described as a form of extrasensory perception, involves the ability to transmit thoughts and feelings between people without the need for traditional senses (sight, hearing, smell, taste, touch). The phenomenon is widely discussed in superscience, mysticism, and parapsychology, etc.

Innovation

 It takes out-of-the-box thinking and an open leadership style to spark innovation. 

Innovation is about figuring out better ways to do things. Usually, it has a low success rate. Innovation in organizations, while potentially less noticeable than scientific breakthroughs, plays a crucial role in boosting efficiency and productivity. 

Organizations may introduce innovative changes in their operations or service delivery methods, leading to increased efficiency, fewer errors, and faster production speeds. 

Here are the characteristics of organizations that are successful at innovation:

-Leadership support: Top management supports innovation and provides leadership in this area.

Recognition: Individuals who push for innovation are rewarded.

-Communication: The organization’s bureaucratic layers are closely connected so that innovations can be easily communicated and implemented.

-Resource allocation: The organization dedicates resources specifically to innovation rather than expecting it to happen as a matter of course.

-Diversity: The organization has a diverse workforce and welcomes ideas from outside the mainstream.

-Experimentation: The organization tries to experiment with different ways of doing things with the understanding that not all can be successful.

Innovation pitfalls: Organizations undermine effective innovation when they punish those who suggest or enact innovation, show no interest in testing different ideas, superficially embrace trendy solutions without evaluating their usefulness, or fail to measure the results of new ideas. These approaches stifle effective innovation because they are based on received beliefs and authority rather than on empirical observation and testing.

It’s critical to strike the right balance; it takes out-of-the-box thinking and an open leadership style to spark innovation. But the right set of rules and frameworks is also important for innovation enablement and management.

 What you can and should do is to provide opportunities (talent development) for people to hone their talents and let them shine. 

The world becomes more hyper-connected and interdependent; there are business leaders and professionals from the twentieth century whose profiles are very, very different from what is required for professionals now in a hyper-connected and interdependent global world.

High-caliber talent is often associated with specific personality characteristics linked to creative productivity. These include:

-Intellectual Curiosity and problem-solving: Creative individuals seek novelty and pose unique questions, identifying unrecognized needs and working to promote unheard-of solutions.

-Autonomy: Creative individuals are typically independent and nonconformist in their thoughts and actions.

-Self-assurance: Creative individuals may exhibit a high degree of self-assurance and awareness.

-Reflection: Creative people tend to be reflective and inner-directed, relying on their intuition.

-Flexibility: The capacity to use ideas and tools in unusual ways.

-Originality: The capacity to think of novel ideas and products.

-Fluency: The ability to think of many ideas rapidly.

-Mastery: Creative individuals have mastered a particular domain requiring a high level of ability. Highly intelligent and creative persons can solve problems rationally, with intellect balanced by intuition.

In the digital era, the new generations of professionals pursue freedom, independence, and autonomy at the highest level to find meaning, purpose, and mastery of work, so talent management should accelerate such changes and digital transformation.  A good governance standard provides a common corporate "language" as well as working instructions to harness innovation and improve innovation performance.

Governance is for steering an organization in the right direction. It isn’t just about putting restrictions on what you can do, it is also about monitoring and knowing when things are not going to plan so that you can take appropriate actions at the right time.

 Enhancing governance to harness innovation involves creating an environment where new ideas are welcomed, resources are dedicated to innovation, and experimentation is encouraged. Governments can play a crucial role in fostering innovation through various means, including financial incentives, regulations, and public-private partnerships.

Key Process & Practices:

-Diverse Perspectives: A diverse workforce and welcoming ideas from outside the mainstream can stimulate innovation.

-Streamlined Communication: Bureaucratic layers should be closely connected so that innovations can be easily communicated and implemented.

-Encourage Experimentation: Willingness to experiment with different ways of doing things, with the understanding that not all will be successful, is crucial.

-Supportive Management: Top management should support innovation and provide leadership, rewarding individuals who push for innovation.

-Resource Allocation: Organizations should dedicate resources specifically to innovation rather than expecting it to happen without support.

-Financial Incentives: Governments can stimulate behavioral change by giving positive or negative financial incentives, such as subsidies, tax discounts, or fines and levies.

-Regulation: While regulations can improve environmental quality, they can also slow down innovation if they are too rigid. Performance requirements that allow actors to determine their own course of action to meet standards can encourage innovation.

-Balancing Regulation and Innovation: Regulators must devise rules that protect users and foster innovation, which requires striking a delicate balance.

-Potential Drawbacks of Financial Incentives: Financial incentives can distort the market and make recipients dependent on the subsidy if not used for a limited period.

Innovation is about generating novel ideas and figuring out alternative ways to do things. A good governance standard helps to nurture a creative culture in which business leaders are open-minded. When governance is done properly,  it actually is a great tool to facilitate innovation. Fair System

Increasingly, we should see value in being mindful of, shaping a fair and accountable system in which individuals and organizations can drive progressive changes consistently.

Every meaningful thing is a system. A fair and accountable system ensures that individuals and organizations are held responsible for their actions, decisions are transparent, and processes are optimized.

 It is integral to various goals, including limiting international conflict, consolidating democracy, controlling corruption, and enhancing democracy in existing institutions.

Key Components

-Transparency: Transparency is the capacity of outsiders to obtain valid and timely information about the activities of government or private organizations. Transparent political processes are more accountable and democratic, while transparency in the economy facilitates free-market processes.

-Accountability: Accountability in government and public law has changed, affecting the quality of democracy and public management. Traditional forms of electoral and ministerial accountability have been regarded as limited instruments for controlling political power and making it responsive to the electorate's wishes.

-Fairness: Fairness in AI systems, for example, involves using diverse and representative training data, implementing mathematical processes to detect and mitigate biases, and developing algorithms that are transparent and explainable.

 Information management accountability: Information management systems include policies, structures, programs, portfolios, as well as the interwoven relationships between those elements, so managers can leverage them to improve information flow, to ensure people are getting the right information to solve problems effectively. In practice, transparency can be problematic. For example, opportunities to obtain information will go unused and may be risky where civil society is weak or where citizens and the press are intimidated. Also, determining exceptions and their proposed usage is complicated. Excessive transparency may undermine autonomy.

The digital paradigm has many dimensions, technologically, sociologically, and ecologically. These dimensions interact and mutually influence each other. Increasingly, we should see value in being mindful of, shaping a fair and accountable system in which individuals and organizations can drive progressive changes consistently.
