If I have a difficult question in my mind, then I find one of the best ways to come to enough of an understanding of the issue to formulate my answer or opinion is to write about the subject. This could take the form of a blog article for smaller questions, but it can turn into a book when the subject is difficult enough!

Just write. Practise writing. Learn how to use language correctly and effectively (often, but not always, the same thing). If you never write anything but merely plan, then you will never produce any end results. So write, even if it's not great, and train yourself to produce material rather than just to think about producing.

To deal with writer's block, I get up and work through some sword drills and other martial arts exercises. This engages my body quite heavily, letting my mind wander to approach the problem from different points of view.
