The best thing aspiring writers can do is to blog. It's free, it's easy to set up (you can begin writing and "publishing" your work almost immediately) and it's never been easier to put your work out there.
Don't blog anonymously. Blogging under a pen name allows you some freedom, but if you ever want your work to reflect on you professionally, blog under your real name. Stand behind your work.

I find that I get writer's block if I'm spending too much time writing and not enough time doing things to write about. Sometimes a writer must get up from the keyboard, get outside the house and DO something. The longer I'm away from writing, the more I feel like I'm clearing my head and stocking up on ideas. It makes writing so much more productive when I do finally sit down again to write.
