For me, writer's block comes from either lacking confidence about what I'm writing or feeling like I'm not pushing the story forward.
In the first case, it's time to re-evaluate my plan. I need to make sure I like where I'm going with things.
In the second case, maybe you can solve the problem with a scene break or skipping ahead to a more exciting part with the intention of going back and filling in the connective tissue later.
