Honestly, this is a really hard question and is going to be different for everyone.
For myself, it turned out that most of my problem stemmed from an anxiety disorder. Only after I finally sought out help was I able to start writing. But then I still dealt with some excessive perfectionism.
Ultimately you just have to keep writing. If you can't write every day, just write often and you don't need to publish everything.
In his book 'on writing,' Stephen King says, something along the lines of, you shouldn't come to the page lightly. This is the one thing that I strongly disagree with. If you put the weight of the world on the page that your writing, you'll never get through it. If you're Stephen King, sure, take it seriously but if you're just starting out, that page doesn't matter--Just write!
