Practice writing every day. Even on the uninspired days. Especially on the uninspired days!
And then read, and reflect on what you've read. Figure out one thing the writer did that you want to do. Practice that thing.
Also, have time to be bored. Boredom is amazing, and not enough writers today understand its value. Allow unstructured time (in which to think before and after writing).
Then read and write some more.
