Definitely a homage, the author in question's books are full of references to contemporary science fiction and also popular culture.
Kerry Greenwood, an Australian writer who has a lot of scifi culture references in her contemporary Melbourne mystery series, clearly is also a Vorkosigan fan (and a Sir Terry Pratchett fan, so you're in good company!)
