You can report this and any other form of spam or harassment by contacting Goodreads Support, or by sending an email to Support (at) Goodreads (dot) com. What he is doing definitely violates Goodreads policy.

Carol, that is called review manipulation, and it's a direct violation of GR and Amazon TOS. PLEASE report this to Amazon and provide them with these emails proving it, as well as to Goodreads.
They'll only do something if people report it. And then they will do something.

Good writers don't need to ask people to give upvote positive reviews.
