I interpreted it as though Fredrick had a lasting awakening at that moment. It seemed to me that when he saw the bird he came to, and found himself out on the balcony with his mom, as if he had emerged from some place else. I don't think he could talk before that, and just because it didn't say that his mom was surprised, doesn't mean she wasn't.
