If you were talking to Tolkien and his editors, I'm guessing you would put the plot-connectivity part first... but for what it's worth, I think you've got a good point on both counts!
It's not my idea, but Orson Scott Card wrote a book for writers called Characters & Viewpoint. In it, he mentions the importance of genre. One kind of story he mentions is called the milieu. In it, "the world of the story is often the main attraction." LOTR is one of his examples. According to this interpretation, advancing the plot would not be a necessary criteria for including something.
That said, I'm not a big Bombadil fan. I also remember not really being too interested in the long drawn out ending where the elves leave and all that, though that too is part of the milieu and Middle Earth mythos.
