I agree! I remember Peeta's words being very important.
Wait, but Haymitch and the Rebellion's chief priority was to save Katniss. Of course they were trying to keep Peeta and the others (Johanna, Finnick, Beetee...etc) but they HAD to Katniss out alive.
In the first book, Haymitch wanted Peeta but he wouldn't agree to it, that was why Katniss was turned into the mockingjay and the one they had to rescue.
But if Haymitch had his way from the first book, it would have been Peeta that would have been saved. By the end of the second book, Haymitch had no choice who he had to saved.
