RIMURU THE DIPLOMAT At the suggestion of Demon Lord Carrion, Tempest and Eurazania have sent delegations to each other in the hopes of finding fruitful exchange. Benimaru leads the mission from Tempest, and from Eurazania is a party led by Albis the Golden Serpent. It seems as though trade might begin to flourish, until the members of Eurazania’s delegation bristle at Rimuru. Can our gelatinous hero manage to get on their good side and be the glue to form a friendly bond between two nations…?
Starting to get to more intrigue in this one, and we've also officially passed the point where Season 1 of the anime left off! (...kinda? Seems like the anime swapped a couple of arcs around for some reason?)
In this one, you have the first meeting between the delegates of the Beast Nation and the people of Jura Tempest, a visit to the Dwarven Kingdom and some more alliance talks, and the start of the arc where Rimuru goes to help the kids that Shizu asked him to assist previously.
We also got the return of the (...kinda idiotic) human adventurers that appear now-and-then. They're always great for a laugh and I love how no matter what they do it seems that everything goes wrong - always making the same mistakes :P

Mikami's life hasn't gone as planned – or hoped. Unfortunately, his life was a fair bit shorter than expected. The one bit of good news is that he woke up in a new world. The strange news? He's now a slime.
Rimuru never really planned on becoming a leader for so many people. He certainly didn't sign up to be a diplomat! Unfortunately, it's the nature of the job – and he's quickly learning. While some tasks may be delegated, others must be dealt with personally.

If you've been wanting to see more of the towns/cities in That Time I Got Reincarnated as a Slime, this volume is perfect for you! Not only does Rimuru have to travel around a lot, but it gives us the chance for a few one-on-ones with different characters.
Honestly, so much happens in That Time I Got Reincarnated as a Slime Vol. 9 that it's hard to believe it's all one volume. You'd think they would have split the different visits into different volumes. That said, I'm not complaining either. It made for a different feel for this volume – a sort of Rimuru-traveling-the-world vibe.
I still don't know how I feel about the human adventurers. I don't hate them. But they feel...hollow? Maybe more time with them will help, though I don't know. I'll have to keep reading to find out. Oh! Maybe they translate better in the anime? Hrmmm.
Highlights: Isekai Reincarnation Comical Manga Fantasy Setting
I didn't plan to, as such, but I cheated and re-read this in the store rather than buy the same middling book AGAIN just to give a proper review.
The problem is, as evident in my reviews for subsequent books, the story is interesting the first time through but doesn't quite hold up on a re-read. Maybe I didn't phrase it that way before, but that's how I felt. Back when comments were enabled on the anime, commenters would regularly complain about lulls in the action, and the thing is... Rimuru was a general contractor in his past life, so he's going to do lots of SimCity-style stuff (especially as a pacifist)! ESPECIALLY since he wants as much of his past life back as possible, going so far as to recreate Japanese cuisine and so on!
...maybe not so much of the recreation in this volume, but the point is the "highlight" in this volume was the spar between the Tempest warriors and Lord Carrion's, the typical sort of shounen "fight to see who's stronger" trope. Unless you count the "highlight" as Rimuru going to the classy equivalent of Hooters (and Shion and Shuna getting mad at Rimuru for that). The rest is sort of political stuff that feels narratively like having to do your homework before getting to go play outside.
Recommended only to connect the volumes in sequence. This was a dull volume all around, though the art is still pretty competent.
With the potential of a trade deal suggested by the demon lord Carrion Rimuru sends some of his people to Eurazania and awaits representatives to show up at Tempest so both parties can get a feel for one another. The land of the beast folk is different from Tempest and although certain doom is avoided on both sides only time will tell how negotiations will benefit both groups.
Next Rimuru visits the Dwarven kingdom of Dwargon to talk to King Gazel and showing Dwargon citizens the face (or lack of) of the alliance that forged a treaty with them on paper. It just so happens that now that Rimuru is on friendly terms with Gazel that we are able to return to the bar with the many elven ladies that Rimuru thought lost to him when he was banished originally due to misunderstandings earlier in the series. Just remember if you bring ladies along for an adventure make sure to ask them if they want to come along before sneaking out to an elven host club. :)
Finally when Rimuru relaxes and lets his mind wander he is haunted by memories that are not his own but of Shizue who he took into himself earlier in the series. With a clue to a human civilization Rimuru is going to go to the human settlement two years after he has become a slime in this world. I am sure this will be more business chatter but perhaps something will come of the young people he envisions in Shizue's memories. Will they be older now and who they are will probably be answered soon enough. :)
Another good entry. I'm just really enjoying the building up of the city of Rimuru. I've always been interested in crafting systems in video games (especially MMOs) and thoroughly enjoy L.E. Modesitt Jr.'s Recluse series where there is almost always someone who learns a trade and practices it throughout.... so when a Slime starts putting together a city of monsters... the formula works for me.
I hope to start the light novels (That Time I Got Reincarnated as a Slime, Vol. 1) for this series this weekend (if I can finish the one I am currently reading tonight or early tomorrow) to see if there is even more detail since I dig the series.
Verdict: Series is worth reading. It is fun, funny, light and enjoyable. Definitely start at the beginning and give it a shot.
Rimuru is quite a capitalist, haha. So, after last volume's fights, this is more about building the city of Tempest. A big chunk is about diplomatic relationships between Carrion's city and the dwarf kingdom. But it's done in an entertaining way and has a little fun things in between. In the last chapter Rimuru decides to go to human town to see how they roll.
The cast is already quite large but it doesn't feel overwhelming because the old acquaintances pop up when needed and we are usually reminded a bit who they were. Not always though but character flowchart helps with that.
This is quite a unique situation, I have seen the anime and decided to read the manga because if it, I expected the manga to follow that but yet this volume is new content so to speak, it's really interesting to see, it's like filler content so you can understand how everything is happening, but its actual content. To be honest I would have liked to see the two delegation meetings taking place. Especially the delegation from Eurazania.
And Rimuru goes from conspiracy to diplomacy. More worldbuilding at this point (or rather, Tempest-building), as we see the effects of the aftermath of the Forbio/Phobio incident and Charybdis. Tempest is shaping up to be notable power in the region. Lots of lighthearted moments in this volume, which is also one of the things I find endearing about this series in the anime as well as manga. Nine volumes in and truly, there's really not that much missing from the anime.
Ce tome est dans la continuité des premiers, toujours aussi pimenté et dynamique. Cette fois-ci pas de calamité ni danger imminent. En revanche, un nouveau challenge attend Limule: l'exercice de la diplomatie! Et ce n'est pas si simple. Encore un bon moment de lecture avec des personnages très hauts en couleur.
This time we have a book that's mostly about diplomacy. Building relations and good will while trying to make sure the treasury stays afloat. Throw in couple of risque visit's and we have another fun read.
This one had less action but it was interesting non the less. We are finally about to meet humans and I can’t wait to see how they are going to react to a federation full of monsters.

This volume is more about diplomacy, where a delegation from the lycanthropes kingdom comes to Tempest, and after a delegation from Tempest goes to the Dwargon kingdom.
3.75 *Review of Volumes 7-9* Lots of new characters being introduced and world building happening. Still bits of fun moments happening, but plot-wise, very slow. Just the slightest bit of progress to learn more about Shizu. Not much, but hey, I'll take it. Veldora and Ifrit are always so funny.
It's time for politics and goodwill visits as Tempest grows into a nation. New allies mean new trade deals and business to be had. Rimuru is setting the ground work so that he can finally go and fulfill his promise to Shizue, but that's going to be easier said than done.
