This is a pretty good GURPS supplement if you want to do alternate-history style steampunk. It talks a lot about 19th century history, inventions, weapons, and historical figures. It doesn't have a lot of information on doing a steampunk fantasy style world (like integrating tech and magic).

This book is out-of-print, but you can buy the PDF on the GURPS website.

This is a good idea book for Steampunk even if you're not into role playing games.
