The Heritage Foundation, sometimes referred to simply as Heritage, is an activist American conservative think tank based in Washington, D.C. Founded in 1973, it took a leading role in the conservative movement in the 1980s during the presidency of Ronald Reagan, whose policies were taken from Heritage Foundation studies, including its Mandate for Leadership.
The Heritage Foundation has had significant influence in U.S. public policy making, and has historically been ranked among the most influential public policy organizations in the United States. In 2010, it founded a sister organization, Heritage Action, an influential activist force in conservative and Republican politics. Heritage leads Project 2025, an expansive plan to reshape the federal government and consolidate executive power should a Republican be elected president in 2024.
Yes, I read it, and yes it's as fascist and anti-democratic as it seems. This is the playbook to be handed to the next Republican president, and it's riddled with propaganda and misinformation.

This book really helped my husband feel powerful again. He was feeling scared as he saw more BIPOC people at his company in leadership positions, but this book was the ticket! He had been wetting the bed, a typical reaction he has when he feels like others may be equal to him, and this book all but stopped it. I read it as I tucked him into bed each night. As he fell asleep sucking his thumb, I could tell that he was dreaming peacefully of the days when he didn't worry about needing to share America with others. 10 out of 10 would recommend to any scared white men.
Right-wing, American think tank The Heritage Foundation’s Project 2025 has fast become infamous. Initially, at least in public, eschewed by Donald Trump this blueprint for a conservative overhaul of American democracy and government is proving a useful indicator of the possible trajectory of his presidency. It’s the latest iteration of a manual for conservative government that first surfaced during the Reagan years – Reagan as shining symbol of Republican potential looms large here.
Spanning over 900 pages, it ranges from outright diatribes and fallacious arguments to dry descriptions of roles like White House Chief of Staff to detailed guidelines for the overhaul of government departments, agencies and policies. Underlying all of this is an unashamedly ‘two legs bad, four legs good’ depiction of contemporary America. There’s a near-frenzied emphasis on fighting an internal menace that’s uncannily reminiscent of the McCarthyite era. But, rather than ‘reds under the bed’, this “existential” threat supposedly stems from arrogant elites hailing from the ‘kingdom of the woke.’ At numerous points presented as interchangeable with a monolithic, and equally nebulous, Left, the woke aren’t strictly defined but conjured via association and insinuation. As a strategy it sometimes reads like a deliberate variation on the biblical precept “By their fruits shall ye know them”:
“Whether it be mask and vaccine mandates, school and business closures, efforts to keep Americans from driving gas cars or using gas stoves, or efforts to defund the police, indoctrinate schoolchildren, alter beloved books, abridge free speech, undermine the colorblind ideal, or deny the biological reality that there are only two sexes, the Left’s steady stream of insanity appears to be never-ending. The next Administration must stand up for American ideals, American families, and American culture—all things in which, thankfully, most Americans still believe.”
Family is the cornerstone of The Heritage Foundation’s America, its raison d'être. But not all families count, only those headed by married couples comprised of one man and one woman. All other kinds of family – single, queer – are marginalised on the basis that they’re incapable of healthy parenting. The model American family is, by implication, a faith-based unit; positioned via a series of outrageous non-sequiturs as besieged by the malign forces of pro-choice and reproductive rights movements. Movements emboldened, it’s claimed, by the forward march of cultural Marxism - cultural Marxism presented here as fact rather than the antisemitic, far-right conspiracy theory its invocation actually signifies. As if this weren’t bad enough, so we’re told, the Left have infiltrated the State Dept., media and education; their insidious brand of “Marxism” has infected the armed forces, and run rampant through almost all government departments and agencies – although one of President Trump’s first targets USAID comes under particularly heavy fire.
USAID is said to have fallen prey to the “great awokening” emanating from the “totalitarian cult” of wokeness. Their fall from grace apparently the result of hubristic “climate policy fanaticism” – climate change elsewhere dubbed a left-wing “pseudo-religion” – commitment to DEI and a “bullying LGBTQ+ agenda”. An agenda that’s alluded to throughout the text but primarily in relation to “gender ideology” and trans people. As usual transwomen attract the most ire, their very existence assumed an assault on the heterosexual family unit impeding its ability to reproduce - how this might be the case is difficult to fathom especially given the entire trans community amounts to around one per cent of the American population. It’s no surprise then that the arguments underpinning this claim are spurious in the extreme – although to be fair spurious arguments are pretty much par for the course throughout. It’s a pity the authors are so thoroughly dismissive of Marxism, their approach can have a distinctly Althusserian ring and might perhaps be improved, or at least rendered more coherent, by a passing acquaintance with theories centred on ideology. But, since what’s labelled left-wing in America is often broadly equivalent to Britain’s centre right, it’s evident the authors wouldn’t recognise an actual Marxist framework if it hit them in their proverbial faces.
Polemic, obfuscation and denial are commonplace here, particularly in relation to race and racism: the examination of which in America often falls under the umbrella of Critical Race Theory (CRT). CRT is dismissed by the authors as yet another instance of “wokeism” and, they assert, should be rejected in favour of colour-blind policies – which anyone with even the most basic understanding of systemic/institutional racism knows shores up discrimination by rendering it invisible. But what's evident is that much of this document is rooted in a highly specific belief system i.e. far-right/conservative Christianity. This surfaces in the rhetoric surrounding abortion and contraception; church-going; criticism of church closures during the Covid pandemic because these prioritised saving lives over saving souls. There were times when I found it difficult to tell if this was a blueprint for structuring a democracy or a nascent theocracy.
There’s a great deal I haven’t addressed. Partly because this is so lengthy, partly because I’m no expert on the finer points of topics like American agricultural policy – although a renewed emphasis on promoting chemical pesticides seems remarkably short-sighted. So my focus is on the worldview underpinning the ideas expressed in this. But it’s probably obvious that overall, I find this deeply problematic. It's a profoundly dispiriting piece as much article of faith as anything else and, as such, leaves no space for dialogue or negotiations with those who don't share its stance. Although, when I reflect on the nature of the belief systems that may be informing key players in Trump’s administration this starts to look comparatively tame - notably racist, pro-natalist, anti-democratic Dark Enlightenment/NRx (neo-reactionary) ideas emanating from Silicon Valley.
Six of the presumed conservative 2024 presidential candidate's former Cabinet secretaries helped write or collaborate on this document.
CNN found, "nearly 240 people with ties to both Project 2025 and to Trump, covering nearly every aspect of his time in politics and the White House – from day-to-day foot soldiers in Washington to the highest levels of his government."

There is no denying biological mothers can be heros, especially if they scientifically grow a child inside of their uterus for nine months, but what about the traditional heterosexual cisgender women who are denied the right to make that rational choice on their own?

(5) why are there no precautionary measures for the tragic, but very real possibility of non-accidental incest and/or rape, especially if the presumed conservative 2024 presidential candidate won the presidential election aggressively using the word, "rape" in 2016?

Enough press coverage heralding this as "Trump's plan to Dismantle Democracy and set up a Dictatorship" encouraged me to speed read through this to stay informed for the 2024 election. Disclaimer: I did not read every word on the 900+ pages, but did read through the introduction section and many of the key points.
The first mainstream media flaw was to call this Trump's plan. Although it was written and endorsed by former members of Trump's regime, it is moreso a set of recommendations for next republican president elect. Second, this is just a list of recommend policies and many are most likely improbable to be set in place.
The 2025 Mandate is extreme, but may be what the nation needs to bring prosperity back to America. Politically, it calls for large scale deregulation and mass firing of bureaucratic officials which sounds great in theory but may take ingenuity to pull off in actuality. Government seems to grow in one way - bigger; and a smooth transition reigning in rights to states and the president will take a large amount of work and time. My major concern with these premises (which is also a concern of many liberal leaning individuals) is that the power taken away from the unelected bureaucrats could be usurped by a power hungry president rather than given back to the people through state and local governance. With Trump's ego and track record, I would not be surprised if he pushed to keep as much new found power and control as possible. Although this may not turn out poorly in his term, it does not bode well for future presidents that could easily abuse the control and make it impossible to reinstall the system of checks and balances allowed by the political swamp we currently have.
Socially, the Mandate is extreme as well. Personally, I agree with most, if not all of its social recommendations. It holds traditional marriage and family units in high regard and calls for the strengthen of the nuclear family, as well as improving local manufacturing and rolling back detrimental environmental and DEI initiatives. On a more divisive note, the Mandate calls for the elimination of pornography production and distribution as well as all forms of Abortion, including mail order abortion pills. Lastly, or promotes removing discussions of LGBTQ/transgender issues from schools and removing workplace protection for LGBTQ, gender expression, etc. All these points are radical enough that I have a hard time believing they could actually be accomplished, but some steps could be taken to move in this direction.
Altogether, I am glad I spent some time reading through the policy recommendations and came to the conclusion that it is not a scary as the liberal media asserts it to be. A similar campaign was created by the same foundation for President Regan, and they estimate about 60% of their policy recommendations were accomplished through his presidency. If a similar rate of adoption occurs with the next republican president, I think the country will be a great place for our future. With 30+ endorsement from think-tanks and colleges such as Liberty and Patrick Henry, this Mandate is an important manifesto that could have a lasting effect in American politics with a Republican election.

What a poorly constructed mess of a manifesto. This is a screed of such hateful propaganda, I’m still in disbelief they put it out there for anyone to read. Certainly a large part of the reason they chose to do so is because it’s mind numbingly boring and at 922 pages, it’s an awful way to spend your time (trust me on this). The Heritage Foundation’s dense, acronym-filled, intensely complex “mandate for leadership” is full of dubious claims.
Some lowlights (certainly nothing is a highlight in here):

This starts with deleting the terms sexual orientation and gender identity (“SOGI”), diversity, equity, and inclusion (“DEI”), gender, gender equality, gender equity, gender awareness, gender-sensitive, abortion, reproductive health, reproductive rights, and any other term used to deprive Americans of their First Amendment rights out of every federal rule, agency regulation, contract, grant, regulation, and piece of legislation that exists.”

“Finally, conservatives should gratefully celebrate the greatest pro-family win in a generation: overturning Roe v. Wade, a decision that for five decades made a mockery of our Constitution and facilitated the deaths of tens of millions of unborn children. But the Dobbs decision is just the beginning.”

In reviewing at the "Mandate for leadership: The Conservative Promise”, “The Mandate for Leadership: Principles to Limit Government, Expand Freedom, and Strengthen America”, , “Leading the Way: The Story of Ed fueler and The Heritage Foundation”, and the Book "Getting America Right: The True Conservative Values Our Nation Needs Today” by Edwin J. Feulner, published in 2006.
In my overview, the biggest problems politically and socially come from the most extreme sides of both the right and the left. I'm pretty good at reading propaganda from both parties but that means not just seeing what is written down but figuring out what will happen to all the things they do not comment about. The scary part in all these books is how extremist they are. Much of it reminds me of a fusion of writing of Ayn Rand, Christian Nationalism and the thinking of people like Hitler and Stalin. This mindset includes brilliant propaganda, beautifally written and logical sounding, but none of it supporting the intention of the framers of our constitution or the Progressive Christians or Jewish ideals I've even heard.
It is striking that while calling for limited government, taking away the rights of millions of people would require a massive, authoritarian pseudo-Christian government where the actual decision making would be centered within a small club of our corporate 1% of multi-billionaires. I have a great deal of concern about the involvement of Viktor Mihály Orbán and his form of illiberal democracy with his visits to the Heritage Foundation and funding of "grants" from Orbán's Hungary.
Claiming "religious freedom" and the "traditional family" only for ethnically pure, white christians at the expense of every other religious or philosophical view seems absolutely unconstitutional. Attacks on diversity, gender, racism, patriarchy, misogyny, woman's choice and the LGBTQ are woven tightly into the Conservative Manifesto.
To place the mandate of maintaining "Christian Values" on the shoulders of our government will require a loss of freedom of speech and freedom of religion for millions of Americans, as well as creating the equivalent of a "Christian police force". This, and its prohibition of information using the guise of religion-based censorship will target our entire public education system for attack and is likely to be replaced it with y privatized schools, privatized universities and Christian home schooling. The curriculum in all areas as well as information in books, videos, news, movies and radio will be regulated by the "Christian Police Force".
The last and scariest part of these books is the lack of any regulation at all on the massive heads of our trillionaire, multinational corporate kings of industry. This conservative plan removes any protection from these bad actors in the corporate community as well as any checks and balances on the Enviromental damage they cause. In addition to failing to mention what controls will be applied to the richest and most influential people in America, no mention of how we will can possibly support the infrastructure with a flat tax.
I did not see any concern about moving towards a single payer health care system or any support for any sort of social safety net for those who will die without it. This leads me to have great concerns for what appears to be a Calvanistist brand of Christianity that believes any bad thing that happens to a poor person is their own fault.
I also have concerns for our position in the world if the Mandate for (Conservative) Leadership based on the examples of Viktor Mihály Orbán or XI of China, as well as the suggestions for isolationism, allowing Russian to destroy NATO and eventually take over Europe is a plan I can get behind. I can only wonder if this movement also plans on abandoning our Jewish brothers and sisters as it clearly doesn't not protect any religious views outside of the Extreme Calvinistic Conservative Christians who want to ignore science and take our religious views back to at least the 1800's.
Another thing that was not mentioned is the entire medical cannabis and recreational cannabis movement. In spite of the large amount of emerging research showing medical and psychological benefits, especially to seniors with pain from arthritis, surgeries, and nerve damage, I can only guess from the conservative view that only big Pharma will be allowed to decide what medicine we can take. I have grave concerns for this blanket ban on abortions for any reason and the thousands of women this places at risk. I have high concerns regarding civil, racial and women's rights and nothing I have read so far indicates any of that fits into this extremist, corporate centered agenda relating to conservative leadership.
I must add that it has been challenging and expensive to get these books and it is challenging to decode the deflective propaganda and "where's Waldo" style of writing. If these were such great ideas why doesn't the Republician party make them freely available and write them in a way that makes them easy to understand? Why do they leave out these gaping holes in areas they have nothing to say about?
As I've said the right has gone two far, and so has the left. This mandate for leadership, this project 2025 doesn't look like a solution, it looks like a corporate psudeo-christian facist dictatorship.
An alarming book in so many ways. Weird right-wing policies that often contradict each other. I find it almost humorous in a sick way that the right-wing has been banging on about there being some sort of "deep-state" conspiracy thwarting all of their policies and controlling politics from "behind the scenes". Yet, if this book is any indication, their response to this supposed shadow government to create one of their own. Further, if any one thinks Trump will actually read this book, they are kidding themselves. Trump is functionally illiterate. But there will be an assortment of right-wing wackos that insert themselves into his cabinet and act as advisors to him (if he gets elected again), and it will be these people that will see the major tenets of this book made into actual policy. The real value of this book may be in the preface, with the lists of wackos vying to take credit for this authoritarian trainwreck. All these names and organizations should be remembered and kept in check by the voting public, to make sure none of these people or organizations ever gain positions of real authority or credibility.
A lot of people are “review bombing” this book because of “Orange Man Bad” syndrome. They often claim that they have read it, but I would question their comprehension of the text.
If you can read this with an open and sympathetic mind, you can easily see that the writers have the country’s best interest in mind.
While I don’t wholeheartedly agree with every part of this plan, at least we can see what the Republican Plan actually is. I’d love to see a version of this that details the plans that the Democrats have.
This thing was a beast to go through. A lot to be concerned about. It certainly knows how to use conservative talking points to stir up big feelings in a way that feels manipulative of its intended audience.
Things voters might want to be aware of:
Many of the collaborators of this mandate are far extremists who call for things such as abolishing no-fault divorce, reducing low-income women’s access to contraceptives via insurance, and eliminating key components of the Civil Rights Act.
Voters should be extremely concerned about The Heritage Foundation’s close friendship with Hungarian Prime Minister Viktor Orbán, who has overhauled the Hungarian government into an authoritarian regime. A quote from President of the foundation Kevin Roberts:
“We are especially proud of our relationship with Prime Minister Orbán, whose leadership in Hungary on immigration, family policy, and the importance of nation-state is a model for conservative governance.”
Regarding immigration, it calls for eliminating work visas, as well as restricting access to T and U visas, which are issued to protect victims of human trafficking and violent crimes.
It discusses deploying military forces to conduct mass raids on undocumented immigrants and placing them in internment camps while waiting for deportation.
It calls for restricting all visas being issued to only those applicants who have proven themselves to be the “best and the brightest.”
A running theme throughout all 900+ pages is “anti-racism,” which is actually an interesting form of gaslighting, because wherever it mentions anti-racism, what they are actually calling for is the dismantling of civil rights and equality reforms, claiming these reforms to be racist against white people.
For those concerned about the safety and wellbeing of vulnerable women, consider this quote by the Heritage Foundation’s president:
“Restoring patriarchy and piety is central to the conservative project.”
And as for Trump’s claim that he knows nothing about Project 2025 or the people behind it, I will leave you with this quote directly from Project 2025’s Mandate for Leadership:
“Soon after President Donald Trump was sworn in, his Administration began to implement major parts of the [Heritage Foundation’s] 2016 Mandate. After his first year in office, the Administration had implemented 64% of its policy recommendations. … I mentioned that President Trump had implemented more recommendations in his first year than Ronald Reagan did in his…President Trump liked being compared to a former president he deeply admired and he touted the comparison frequently.”
Near-future dystopian novel, written as a manifesto by a fictitious conservative think tank, to be used by a fictitious conservative President starting Jan 20th 2025.
The author tried to recreate the Handmaid's Tale as an administrative handbook. While interesting as a concept and certainly extremely well-researched, the final work ends up as a boring, tedious brick. The novel features the usual suspects (battle against abortion, pornography, climate change) but introduces a few new enemies for the Conservative State, mainly China, mask mandates and 'wokeness'. While the introductory chapters are bone-chilling in their explicit message, the rest of the novel plods on in endless rants about acronyms and details that should have been radically edited.
Overall: not worth my time and completely unbelievable.
This is the Project 2025 you’ve been hearing so much about. I read this from a giant 922 page pdf I downloaded. If you search “Mandate for Leadership” it is not terribly hard to find. Much of it reads as boring policy-wonk navel-gazing, but if you really stop to think of the consequences of even the boring bits, it’s quite terrifying. Apart from being a blueprint to usher in authoritarianism, the outcome of these policies would be absolutely devastating for our economy. The wish to dismantle all regulatory agencies would leave almost every facet of our lives in jeopardy of lacking safety precautions. Food supply, energy, medical resources, everything. There is very little any truly principled conservative would agree with in this plan. It is meant to elevate the very wealthy to a Soviet-style oligarchy ruling class while erasing the personal autonomy of the middle class and working poor. I’d encourage anyone concerned about how democracies in decline tip over into authoritarian/fascist regimes to seek out the work of Ruth Ben-Ghiat or Anne Applebaum. You can even search for podcasts featuring them if you’d like a shorter tutorial on the subject. We are in dangerous times given the outline presented in this Mandate.
I can’t even rate this piece of garbage. I don’t know what’s worse, the 1984/Handmaids Tale level policy prescriptions or the sneaky, subversive way these policies are woven into an otherwise boring, dry and monotonous 900 page “policy manual”, seemingly hoping that nobody outside the MAGA cult will notice. Note to The Heritage Foundation: we all noticed.
I also can’t recommend wasting hours of your life plowing through this steaming pile of extremist republican horseshit. But I do recommend finding and reading a good summary of this twisted “blueprint for America” to familiarize yourself with how truly backward its suggestions are and to provide further motivation to vote this November.
Rather disgusting for a variety of reasons. Lots of buzzwords and dog whistles. Plenty of policy suggestion but no reflection on most of it. This would lead to a much more controlling government that does not have the interests of the people at heart. The terrifying aspect of it is that there are some legitimate problems that are mentions. However, defined poorly and with little regard for anything further out than the next quarter.
mm no I don’t think so… This reads more as a crazed manifesto. Putting the ridiculous arguments aside, this text simply lacks reasoning (one chapter only had 4 references), and instead turns to loaded words to express some very sour grapes.
It’s hard to tell if all the people that came here to give one star reviews and prove they have no idea what fascism is are actually trolls or activists. Actually ignorant, or just trying to gaslight. Probably a mix of both.
The truth is project 2025 is a common sense reading of some pretty basic policy positions. Fascism is the marriage of government and business with a central small authority or dictator. Communism is the same thing except the government now says they own the businesses. Oh excuse me the “people” do lol, oh ok commie. Anyone calling project 2025 fascism is either lying or actually ignorant. Anyone who supports the radical left with their want to take over healthcare, automotive industry, energy, and your speech online but then looks at the other side and mumbles through their drool “fascism” have nothing worthwhile to add to the conversation.
