Willis Morgan was born in Port Jefferson, Long Island, NY. He graduated from Bellport High School then went on to Suffolk County Community College before joining the United States Air Force as a Security Police Officer.
In 1972 Willis moved to Miami and started working for the Miami Herald. In 1977 he became a supervisor in charge of the training program for the pressroom.
In 1981 Willis became involved in the Adam Walsh case after he had an encounter with one of America’s most notorious serial killers, Jeffrey Dahmer, in Radio Shack located in the Hollywood Mall, Hollywood Florida. The day was July 27, 1981. This was the same day that Adam Walsh was abducted.
After being brushed off by the Hollywood Police Department when he tried to tell them what happened. Willis spent the next three decades trying to find justice for Adam.
After the Hollywood Police Department closed the case on December 16, 2008 pinning Adam’s murder on a sycophantic serial confessor, Ottis Toole, Willis started tracking down other witnesses to find out where the police went wrong. It was also about that time Willis started writing his book Frustrated Witness! Willis wants the world to know it was not Ottis Toole that murdered Adam
As someone who has studied Dahmer, in no way do I believe he could've or would've killed little Adam Walsh. I'm not just blindly disagreeing, I will list my reasons:
One, Adam was SO young. Too young for Jeffrey to pick up. He liked the male physique, not little boys. Two, he's the wrong color (though Jeff does have another Caucasian victim) Three, Jeffrey was not actively killing at that time. Four, although the restaurant Jeff worked at while in Florida owned a van of the right color, Dahmer claimed to always use public transportation when he lived in Florida. Five, the demeanor of the man who got angry when his sexual advances weren't well received, that does Not sound like Jeff. Jeffrey was mild mannered, calm, bashful. Mild. Six, One of the "eye witnesses" who claim to have seen Jeffrey at the mall was a child. A child positively identified a man a decade later? Very unlikely. Seven, Jeffrey never killed children. Yes, you could say What about Sinthasomphone?! My answer to that, Sinthasomphone was already involved in prostitution when he was killed by Dahmer. Little known fact, but it's true. He was not innocent in the way Adam would have been. Eight, Jeffrey has admitted to all of his murders. He wanted to get them off his conscience. Matter of fact, when asked by detectives if Jeffrey killed Adam, He said no, and that he'd admit to it if he had. THEN he said, and I'll paraphrase "I didn't kill him, but if you think Florida will give me the death penalty if I admit to it, I'll admit it right now". Nine, whether you believe in God or not, towards the end, Dahmer did. He confessed all his sins and was praying for forgiveness. Jeffrey was a lot of things, but he wasn't the soulless killer most Serial Killers are. IMO, the real killer was Campbell. And he got away with it. Roast me for this if you like. Campbell was Adam's Manny. Yep, live in male nanny. He had been having An affair with Reve Walsh, Adam's mother. Matter of fact, Reve had just fired him, and Campbell had just been kicked out of the house. John and Reve were gonna try and work it out, for Adam's sake.ending the affair. The only thing tying Reve to John was Adam... And, did you know Reve was never actually seen with Adam that day? She'd been to multiple places that day, including Adam's school, yet NO ONE laid eyes on the boy. I could go on and on and on. Let me also say this, I don't believe the witnesses are lying. Ann Rule said it best when speaking on women who believed they'd been victimized by Ted Bundy. She said she had hundreds of women who believed Ted almost killed them. Of all those women, only one checks out. Not that those women are lying. They had a run in with a man and when they saw Ted's mug on TV, they subconsciously superimposed Ted's face into their memories. That's exactly what I believe happened here. Either way, Jeffrey is Not the one. And neither is Ottis Toole. Both suspects are ridiculous in this case.
A very intriguing read! Willis Morgan was at the Sears mall the day that Adam Walsh was kidnapped and since that day he has been a "frustrated witness". This book is his story as a witness and a very convincing case for Jeffrey Dahmer being the real killer of the little boy. Morgan is not the first to suggest this and in fact Dahmer has been a suspect since his pictures appeared on TV in the '90s after his arrest and witnesses of Adam's kidnapping placed him as the suspect from the composites they had given in the '80s. I won't go any further into the facts, this book provides them all. Full of original documents from witness statements to inter-office memos, the complete Adam Walsh case files are either printed in this book, referenced here and/or are available on an accompanying website.
Morgan starts at the beginning and tells the reader several stories. The complete timeline of Adam Walsh's kidnapping, the Jeffrey Dalmer story in full but with special attention to his time in Florida and Germany, and especially to the incompetant and inadequate police investigation into Adam Walsh's kidnapping and murder from day one. I'm not a police conspiracy theorist but the evidence in this case is hard to miss, even john Walsh himself was angered by the police misconduct. First a friend of the Walsh family was targeted wasting precious resources, then in the '90s Otis Toole, famous for confessing to crimes he didn't commit, was targeted and all other suspects were dropped and evidence that didn't support Toole was ignored.
Morgan himself is a bit of a crusader, and understandably so. He feels some guilt for having been in the wrong place at the wrong time and hindsight eats at him as to why he didn't do more that could have saved Adam's life ... if ony he'd known. His tone often comes across as arrogant and sarcastic but he acknowledges this. He doesn't pretend to be anything he's not. He knows how he comes off to some people. He concedes he's not the best writer, I concur, but he's certainly readable and Morgan has done an excellent job of organizing this book in a comprehensive understandable manner. There is a lot of information to take in here. There is another book written before this that outs the Dahmer connection and I'd like to read that as well. Knowing about the Lucas and Toole murders myself, I never really believed the Toole suggestion when they officially closed the Walsh case. This is a very convincing study from someone who obviously wants all the information out there with the public.

On the day Adam Walsh was abducted from a Florida mall in 1981, the author of Frustrated Witness, Willis Morgan, had a strange encounter with a dirty, disheveled man in that very same mall. Mr. Morgan was disturbed enough by the stranger’s appearance and actions to follow the stranger into Sears and watch him enter the toy department. At that time, Mr. Morgan had no idea who the stranger was, in fact, it wasn’t until years later that he realized the stranger was most likely Jeffrey Dahmer, and that he could easily have been his victim.
Willis Morgan presents a compelling if largely circumstantial case for Jeffrey Dahmer being the sadistic killer behind Adam Walsh’s death. I say circumstantial only because after over 30 years with both Dahmer and Toole (the man accused and posthumously “convicted” of killing Adam) there is little chance of actual proof.
Morgan paints a picture of police corruption, negligence and the deliberate disregard for witnesses and evidence. He pulls pages from the 7000+ page case file to prove his findings. He has painstakingly tracked down other witnesses who were at the mall that day. In almost every case even though so much time has passed the witnesses remember the events of that fateful day. They also had no difficulty in recognizing an artist’s composite sketch of Dahmer, and rejecting the one of Toole. Unbelievably, even though most of the witnesses tried to tell their stories to the police, they were ignored.
There is also quite a bit of research done on Dahmer’s stint in the armed forces. Dahmer was stationed in Germany, and not surprisingly there was more than one unsolved brutal murder close to his assignment.
Morgan feels compelled to tell Adam’s story and have his case tried in the court of public opinion. He has spent his money tracking down leads, paid for a polygraph, and even attempted to contact the Walsh’s to tell them what he saw. No one asked Mr. Morgan to do these things, in fact, many people, and especially the police officials responsible for the cover-up have tried to make him stop.
Some might call Morgan obsessed, I think the title of the book is apter. Mr. Morgan is frustrated. Frustrated that he knows the truth. Frustrated that no one wants to hear it.
I believe that your theory is 100% correct. I'm so glad that you are speaking up. I grew up in Bath, two streets away from the Dahmer's home. When his parents divorced, Lionel, and Jeff's eventual stepmother, moved to Granger Road. This is one street over from my family's house. Lionel was a fixture in the community. He still was a substitute teacher at Revere, and often shopped at ACME in Montrose years after Jeffrey was killed. He seemed a be a polite, mild-mannered man.
A middle-aged lady in my family was walking on Granger Road. I believe Jeff was visiting his father and stepmother, and this female family member was steps away from their home. Jeff drove by, stopped to harass my family member, and then attempted to abduct her, even chasing her up a nearby driveway. Everything that you describe regarding your encounters with Dahmer matches her experience. It is uncanny how you describe him. A lot of people around our neighborhood had experiences with Jeff and he was just as creepy as you describe. He used to approach people of both sexes and all ages at our local mall (Summit in Fairlawn) all the time. He would hang out there for hours and do bizarre things, like faking seizures. I don't believe that Jeff had an M.O. to which he adhered. No way. He was totally unpredictable and loved to shock people.

I knew very little about the adam walsh case prior to reading this book. the book is written by a witness to the case who saw a different suspect to ottis toole. this has led him on a journey to find other witnesses who were at the Hollywood mall that day and to go through the case files. tbe author takes us on a journey to prove that ottis toole is not the guilty party in this case and to show how incompetent and corrupt the police dept is in this case.
