It is difficult to award stars to a polemical pamphlet written in 1832 because its very availability is in itself notable. As an insight into the thinking of one intelligent observer of the immediately pre-Victorian industrial society it is valuable and interesting, especially as it contains statistical data. Kay advocates repeal of the Corn Laws, free trade and education for the poor. He reflects on Irish immigration and its effects and, although he does not use these terms, the deserving and undeserving poor. Worth a quick read if you have an interest in the period.
