There is a serial killer at the Southeastern Wyoming University. On and off for ten years, three young blond women are abducted, assaulted and then killed. His DNA is left behind but no other clues.
When the first victim is found, LPD Detective Hannah goes undercover, hoping to lure the killer but she interrupts his next kidnapping instead. From that point, Hannah and SWUPD Chief Matt Granger work together hoping to put together the pieces fast enough to prevent anyone else dying. But it’s rush week and parties will happen around the campus even though warnings have been issued.
Can they catch the killer before the third victim dies and the killer disappears again?

Fast moving action. Gripping and suspenseful from beginning to end.
Wow. This one is intense! Couldn’t put it down and stayed up way later than I should have on a work night.

This is a Cowboy Romantic Suspense, and this is the second book in the Cowboy State Lawmen: Duty and Honor series. I have not read the first book in this series before picking up this book. I got pulled in this story right away, and I loved getting to know the characters in this book. I loved getting into solving who was the campus serial killer in this book. There is a lot of suspense with some action in this book with a little romance mixed into it. I really enjoyed reading this book. I received an ARC of this book. This review is my own honest opinion about the book like all my reviews are.

This had a good amount of suspense but not much romance and that’s a problem for me because I need both to be invested. Both MMC & FMC were likable characters individually but as a couple they lacked chemistry and that special ingredient that makes them a couple. It was a good suspense read though even though I found the romance lukewarm and not too invested in them.

Hannah Delaney, the heroine, is a martyr chick. She is out to atone for her father. As a cop she takes chances with her life that can also endanger those she works with. She has barriers a mile high, and she doesn't play well with others. I had a real problem with her. I get the trauma of her childhood and the barriers she has in place so no one can know her secret. But her transformation was a tad on the quick side. One page she is pushing the hero away and the next page she's in his bed. I got whiplash. The best part was the mystery/suspense. The baddie was a real surprise.

Matt Granger is a special forces veteran who returned to Laramie, Wyoming and became a cop to escape the carnage of war. He was looking to use his skills while not seeing his buddies die around him. When his partner dies in his arms, he takes a job change and becomes the Chief of Police for the university figuring no one was going to die on him there. He was wrong. A serial killer has stalked the university for ten years, killing then going dormant, only to resurface and repeat the pattern. Matt is determined that this time will be the last cycle.

Detective Hannah Delaney was Matt's partner for one case, and they worked well together. There was an attraction, but Hannah doesn't date co-workers and certainly no one she could come to care for deeply. So Matt Granger was off limits. She doesn't let anyone get close. She works alone and likes it that way. She is undercover and she will catch the baddie who is murdering college coeds.

Matt and Hannah are yin and yang, but together they make a great team. But the killer is smart and focused and when Hannah spoils his hookup, he becomes laser focused on her.

Enjoyed this book. It was an ARC copy to be read but this did not influence my review. Follow Matt Granger, campus chief of police and Hannah Delaney, detective, as they try to solve a string of serial killings. They have to rush and even investigate teachers, other law officers and public officials as they try to stop the serial killer before he strikes again. Especially since Hannah is now a target since she interrupted his latest attempt. Loved this book.

Wow. This was a fast-paced, spine-tingling hunt for a serial killer with a touch of romance. This book had such a grip on me that I read it in one sitting.

Hannah is a detective with the local police department. A serial killer who has plagued the university for more than a decade is active again. Hannah is undercover on the campus, posing as a student to draw the killer out. As the book opens, she witnesses the killer's attempt to abduct his latest victim and intervenes. The killer gets away, leaving Hannah frustrated and dealing with campus security chief Matt.

Matt is a former special ops soldier who went into law enforcement after leaving the military. He worked for the police department for a while but left for the university job after his partner was killed. He is determined to stop the killer and isn't happy with Hannah taking so many risks.

Matt and Hannah worked together in the first book of the series and butted heads over their differing methods. That antagonism continues here, as Matt considers Hannah reckless and far too ready to take unnecessary risks. However, the best way to stop the killer is to combine forces and so they agree to work together. It takes some serious effort to overcome their differences, but they make a terrific team once they do. Neither expected the sparks of attraction that flared between them. I liked seeing them get to know each other as they worked together and developed a mutual trust they didn't share with anyone else. Both have past experiences that have made them who they are, and opening up about those experiences brings them closer still. But before they can explore their growing feelings, they must catch the killer who has Hannah in his crosshairs.

The suspense of this story kept me glued to the pages from start to finish. It opens with a prologue from the killer's point of view, giving an immediate glimpse of what is to come. The twists and turns of the investigation kept me guessing to the end. Is it a faculty member? One of the law enforcement officers? Or someone unrelated to the university? The tension ramped up as it became apparent that the killer had chosen Hannah as his next victim. His actions are chilling as he finds ways to torment her as he closes in. The final confrontation was a nail-biter as Hannah risked herself to save another. I was on the edge of my seat until it was over.

Wyoming Ranch Justice is the second book in the Cowboy State Lawmen: Duty and Honor series by Juno Rushdan. Having not read the first book in this series didn't hamper my enjoyment of this gritty, romantic suspense novel, which grabbed me from page one and worked just fine as a standalon. It gets 4.5 stars from this reader.

The main male character is Matt Granger, a rancher who chose a career in law enforcement, and is now working as the Chief of Security at a Wyoming university, in search of of vicious, sadistic, serial killer, nicknamed The University Killer, who abducts young, blonde-haired students, assaults and tortures them before killing them, and he has been committing these horrific crimes for more than a decade.

Also working the case, is Hannah Delaney, she's an undercover cop, who is also the daughter of a notorious serial killer, which just adds to her determination to find and arrest this one. In order to distance herself from her murderous father, she's changed her name, and is more than motivated to catch this killer and put an end to his many crimes.

Apparently Hannah and Matt worked together in the first novel in the series, and working together in this one starts out as a bit of a bumpy ride, as is the growing attraction between them. Matt thinks Hannah is too reckless--he's right about that, and Hannah thinks the opposite is true of Matt, but their working relationship leads to a bit of romance in this novel, and while I wish that the author had spent more time on their slow-growing relationship, the whodunit hunt for this sick, demented, serial killer kept me glued to this story, and kept me trying to guess who the guilty party was from beginning to end--and it worked, because I was completely wrong about who the killer was until his identity was revealed.

If you're a fan of romantic suspense/thrillers, I think you'll enjoy this taut, action-packed novel as much as I did, and I'll be backtracking to read the first novel in this series, and continue following it in the future. It was a very good read and I'm happy to recommend it.

3.5 stars My last read of 2025! On the suspense front, Juno Rushdan did not disappoint, even if the romance was a tad uneven. This story centered on a fast-paced hunt for a campus serial killer that has surfaced every 3 years, killed 3 woman and then gone dormant. The book starts as the killer has killed his first victim and Laramie detective Hannah Delaney, working undercover, has just caught him in the act of trying to kidnap victim #2. She was able to save the young woman, but not able to capture and identify the killer.

Hannah and the university's campus police chief, Matt Granger, now join forces to find a killer. As the story moves along, we figure out that Hannah and Matt both knew each other from the Laramie PD and Matt gets some ribbing about taking the campus police job. However, the rivalry and teasing stop as the action on the case heats up. The hunt for the killer is fast-paced and very engaging.

Less successful in this book is the romance. While Hannah and Matt knew each other from before, and they make it clear that there is an attraction there, the couple's chemistry is uneven. There will be a scene of longing that feels wonderfully real and then a few chapters later, some stilted flirting. In addition, the romance is slow to develop and so it feels like it gets shoehorned in at the end a bit. For that reason, while I like this book, I didn't find it quite as memorable as the first installment in the series.

My favourite in this series so far, with twists to keep you edge and surprise you when you least expect it.

Really it was excellent a creepy serial killer, a good cop determined to do what is right and a feisty heroine taking risk to get justice....all is perfectly well balenced.
Matt is in charge of the university security not a easy job when serial killer is making it its playground , he did not choose this job to hide though. Matt is a protector and determined to o its job better than those before him....though he did not expect Hannah.

Hannah is undercover to catch the famous serial killer.....working alone she was not expecting to come accross Matt with whom she worked once in the past when he was a detective. However when she come accross the serial killer in action , she must accept to cooperate as risks are getting bigger and the chance od success depend on their abilities to work together as a team.

I loved to discover the background of the characters and it made it even more easy to understand them . Hannah and Matt must learn to trust each other and quickly. It was funny to see that trust built slowly.

The investigation is really well written . I do recommed this story it's an excellent romance suspense to have you on edge until the last page

As a self-proclaimed romantic suspense junkie, I’m officially a hard-core Juno Rushdan fan at this point. I found her about five and a half years ago, and so far, I haven’t found a book of hers that I didn’t devour in only a few hours. I always know her books will be full of action, suspense, twists, turns, and thrills and will leave me begging for more. Wyoming Ranch Justice is the second book in her newest series, Cowboy State Lawmen: Duty and Honor, and I am officially here for every fast-paced romantic suspense.

Matt and Hannah butt heads from the beginning of their investigation into a serial killer on campus, but their chemistry is undeniable. However, the story focuses more on the suspense than the romance (it’s closed-door if you’re wondering), and it took me longer than I thought it would to put the puzzle pieces together. OK, fine. I admit I wasn’t able to figure out who the killer was until the story arc, which isn’t a bad thing at all. This means that the mystery was well thought out and that the book was well plotted. There’s nothing worse than good suspense being ruined by a too-obvious villain.

With lots of twists and turns, this romantic suspense immediately sucked me in, and it didn’t let go until the final page. If you’re a true romantic suspense fan like I am, do yourself a favor and grab this one today!

Fasten your seat belts and be prepared for many twists and turns you encounter in this chilling intrigue book by Ms. Rushdan!! The story was a fast pace, heart racing, and original plot. I couldn't put the book down from the moment that I started it. I usually am able to figure out or solve who the bad guy is, etc. and this one will have you guessing until the very end with added twists and surprises!! Very likable characters in Hannah and Matt. They come with plenty of baggage of their own but the journey and patience as well as honesty they bestow on one another shows growth and that their relationship isn't just only about physical attraction and desire.

There is plenty of suspense throughout the book with a good mix of romance and chemistry. A clean, well written storyline with no foul language, A romance with plenty of desire and an “open door scene” that was very tame and a lot of what happened implied rather than described. This is the second book installment in Ms. Rushdan's Cowboy State Lawmen: Duty and Honor #2. This can be read as a standalone.

Matt Granger takes his job seriously, and he is a born protector. A serial killer is prowling around the local university and killing young women. He has being doing this for many years, and no one has ever been unable to find him. Matt wants to end this madman's reign of terror.

Hannah Delaney is an undercover detective who is fearless and, at times, reckless in her quest for justice. She is determined to stop this maniac and keep him from killing any more women, even if this puts her in the killer's crosshairs.

This was one of those bone chilling mysteries. The killer is way too smart for his own good, but also so incredibly evil. Matt and Hannah work well together most of the time, except when they are getting on one another's nerves. Some of that comes from their undeniable chemistry. Matt wants to protect Hannah. However, Hannah is no wilting flower, and she does not appreciate being protected, even if it is in her best interest. Their dynamic was perfect for this story. The intertwining romance and suspense kept this book intriguing, as well as interesting. Chalk up another winner in the Cowboy State Lawmen series.

Matt Granger, former Special Forces and Laramie police force has suffered from PTSD and was looking for some peace, but still wanted to serve, so he accepted a job to head the SE Wyoming University Police Department, unaware that a serial killer, the University Killer, is about to renew his killing spree. He finds his former partner from the LPD, Hannah Delaney, undercover on his campus, and is not pleased when she is injured when preventing the latest victim to be, from being taken. They agree to partner again to stop the killer and have at least two potential suspects- but are they just red herrings, provided by the author? Both Matt and Hannah are dealing with childhood parental abandonment "issues", and neither of them are sharers, but as they work the case, they reveal to each, just what makes them tick and why each is dedicated to protecting others. Will they get their killer before he kills again? This is a fast paced, quick read, with excellent character development.

This is the second book in the Cowboy State Lawmen: Duty and Honor series. I couldn’t put it down because of the fast pace, action, and wanting to know who the killer was!
Detective Hannah Delaney and Southwestern Wyoming University Chief of Police Matt Granger are working together to catch a serial killer known as the University Killer. Detective Delaney interrupts the killer’s latest attempt, and thus becomes his target since she fits his preference in women. Hannah and Matt worked together on a prior case and Hannah rubbed Matt the wrong way. Hannah has built up walls around her heart, but she does care about Matt’s feelings and opinion of her. As the case progresses, Matt feels like he knows and trusts Hannah more than his ex. Will they be able to catch the University Killer and will they be able to start building a relationship? I highly recommend reading this romantic suspense book to find out!

Fast paced action packed read. Grabs you and keeps you on a twisty ride. I followed all the red herrings. Hearing the killer speak so normal and loving to his son just struck home how they can be one way in public and another on their quest to kill. I had no clue who the perp was. Matt and Hannah have one of those I have issues with you, but I am attracted to you. Matt was Special Forces, then LPD and now he is the Chief on the College Campus. Hannah is still with LPD and has worked with Matt in the past. They butt heads and at times I thought Hannah was a bit much, then she shares her history. Wow. HEA with characters you are invested in. I have read book 1 in the #CowboyStateLawmanDuty&Honor and thoroughly enjoyed it, they are standalones with a few connections being mentioned, or carried over. ARC review. Wyoming Ranch Justice is the second novel in Juno Rushdan’s Cowboy State Lawmen: Duty and Honor series but can definitely stand alone. I love Juno’s books as the details of the investigations are second to none and totally capture my interest. The details put her books on a whole different level. Her storyline is more focused on the suspense side of the romantic suspense genre but there is enough growing romance and chemistry to keep me hooked. Matt is the Chief of Security on the Wyoming University campus while Hannah is a local detective and they’re working together to catch a serial killer who is targeting university students. The twists and turns and unexpected surprises in the storyline kept my attention riveted to the investigation as they Matt and Hannah raced against time and their own sparking chemistry to make sure no one else died. As I’ve come to expect, Juno’s book was one that I couldn’t put down until I knew who the killer was and the students were safe.

Matt is a law enforcement Officer and Hannah is a undercover detective on a case that's in a small town Wyoming college campus. It seems a killer is among them with a type and they will do everything they can to stop them. But when Hannah manages to interrupt the killer he now has her on his radar as well.

Really enjoyed this book and with how well this book turned out I'm curious enough to check out the previous book and seeing what happens before this book took place. There was so much going on and I loved getting to know the characters. I mean both had pretty rough family life so its understandable why the way these two are the way they are along with seeing why they chose their career path. I loved the little bits here and there of the killer's perspective made things a bit more sinister. It was interesting seeing how they worked together to find the person and bring him to justice. Highly recommend this book.

Hannah Delaney is on an undercover mission at the university campus to apprehend a serial killer. This murderer consistently targets three girls, and has already claimed one victim this month. Hannah matches the victims' profile and, while navigating the campus, she interrupts the killer during an abduction attempt. She rescues the intended victim, but now the killer has identified her and marked her as his next target.
Matt Granger, the new chief of campus police, is now in his pursuit of the killer. Matt and Hannah share a past of collaboration from their time at the LPD before he transitioned to campus security.
The killer invariably remains one step ahead. With the suspect list narrowed down, they are close to uncovering the identity of the perpetrator.
This is an enthralling romantic suspense tale can't wait for the next book.

Matt is the Chief of police on the SWU. Hannah is a detective on LPD. Both are determined to find and stop the University Killer, a serial killer who targets young blonde college students, who has been killing for years. They know that he will kill three women and then be gone again, so it's vital that they get him before he kills again. Matt and Hannah have worked together before, and Matt thought that Hannah was a little too willing to put herself in harm's way. They both have things that happened in their pasts that affect their willingness to open up to each other. When Hannah is targeted by the killer can they overcome all that to finally bring this monster to justice?
This is an edge-of-your-seat read. Fast-paced and action packed, kept me guessing until the end.

This was a fantastic Intrigue by Ms. Rushdan! The characters were likable, and you were instantly invested in them and their romance. The plot was original, unique, and well-paced, and it had a twist at the end that I didn't see coming. I absolutely loved the chemistry between Matt and Hannah as they worked together and discovered they wanted more than a working relationship. Hannah is a character you feel for in so many different ways, and you can also understand the reasons why she is the way she is. She sees catching the Campus Killer as a chance to redeem herself and her family, so she will stop at nothing to save two girls' lives and get her redemption. You can't miss this wonderful Intrigue that will keep you turning the pages until the explosive reveal!

Wyoming Ranch Justice by Juno Rushdan is an exciting, chilling read that is book two in the Cowboy State Lawmen: Duty and Honor Series. From the very beginning the action begins, never slowing down until the conclusion, along the way is determined, diligent police work. There are twisty turns until the killer is stopped after a ten-year killing spree. I knew if anyone could catch him it would be Matt and Hannah.


Hannah Delaney is a character who exasperates as much as she endears me as a reader. If ask Matt Granger’s opinion would probably be the same during much of the story. Yet there is personal growth as well as relationship blooming as the book progresses. Well written and intriguing I totally enjoyed this romantic suspense.

This is book two in the Cowboy State Lawmen: Duty & Honor Series and we follow Matt who is the head of campus police and Delaney who is a detective at the local police station. They have had to work together in the past so there a bit of animosity between the two. Delaney feels like Matt is wasting his cop instincts at a college police gig. These two must come together to catch a decades like serial killer. This one is definitely more plot driven, loads of suspense and not much on the romance. It will keep you intrigued trying to figure out the killer, one minute you think it’s one person and then all evidence points to someone else. Great read.

This was such a good book.

Matt and Hannah have good chemistry, but not just as man/woman, but as partners. Trying to find a serial killer in a small college town takes it toll on both of them. This man has been hunting for years and when Hannah finally gets a break in the case, she feels reigned in by having to partner with Matt.

They are not new to each other as they worked as partners previously in the “big” city. But they ban together to save a potential victim and it could cost one of the their lives.

This one was full of surprises all the way to the end. Absolutely loved it.

Second in the Cowboy State Lawmen: Duty and Honor series, in which detective Hannah Delaney is determined to find and bring to justice a serial killer who has struck again in a Wyoming university town. She's prepared to go undercover to get her man, but she's not prepared to work with the police chief at the university, one Matt Granger, with whom she worked previously.

They fought constantly, but is that really because they hate each other, or are those intense feelings really something else? And will Matt's determination to keep Hannah safe work against him when she goes rogue? Will he find her in time, or will she become the killer's next victim?

Wyoming Ranch Justice (Cowboy State Lawmen: Duty and Honor #2) by Juno Rushdan
This book was fantastic suspense with some romance thrown in. Matt and Hannah both with their own baggage make the perfect team to catch the serial killer. There is angst, mystery, murder, suspense, some laughs and tears, and enough heat to get us to a HEA.
Reasons I enjoyed this book:

This is my honest and voluntarily given review. The suspense starts from the beginning and continues to build with Hannah in the killer's sights. I wasn't sure who was the killer until the very end. Hannah is a strong, fearless detective and is the perfect partner for Matt to solve the mystery.

"Wyoming Ranch Justice" is the second installment in Juno Rushdan's "Cowboy State Lawmen: Duty and Honor" series. It can be enjoyed as an independent novel.

This is a fast-paced, intense read that will captivate your attention from beginning to end. The characters are exceptionally well-crafted, and the plot is meticulously developed, ensuring a thrilling and suspenseful experience that will keep you guessing until the very end.

‘The woman was the walking, talking epitome of trouble.’

I’m usually all in for any Juno Rushdan Intrigue yet this one, I wasn’t feeling it. It started off with a bang with the FMC and the UNSUB facing off and I was hooked but then the MMC was introduced and everything kind of skidded to a stop. While individually they were interesting characters I just didn’t get the chemistry that is normally so prevalent in one of this author’s books so their relationship felt forced and unnecessary to the overall storyline, which was well done. So pros and cons for me. Still four stars.
