This is enlightening as a historical document but it just exudes paranoia and conspiracy theory. If you were to take it at face value, every little old lady who owns a broomstick and a cat could be a witch, especially if she mumbles under her breath and glares at you.
I can imagine Shakespeare reading a text like this to glean material for the Weird Sisters in Macbeth. I can also imagine the magistrates of Salem consulting this at the witch trials.
