I'm not super fond of the Hero System. honestly it feels like Mutants and Masterminds does everything I want from hero system with much more streamlined math and simplified combat.
However even if you don't use the Hero System to play this book is fantastic. It is almost essential I'd say if you are planning to run a supers game. It has great advice on world building based on the type of game you want to run, something golden age or a bit more modern.
It also has very modern DM advice for something written over a decade ago. Like if a player has gotten something game breaking, just sit down and have a conversation about how you can write it out of the narrative, and also when you do take away their whatever, say time machine, give them a huge definitive win, like doing so causes a major enemy to be eliminated. It's very player facing.
If you got the chance and want to run a supers game, I'd suggest giving this a read, especially the first 3 chapers.
