It's when a submissive(the bottom) takes charge/lead in their sexual act/scene and/or via their D/S relationship where the Dom is suppose to be in charge which makes him/her the top.

In the usual dynamic you have a top (dom) and a bottom (sub). Topping from the bottom simply means being in control while you're the submissive.
Or in other words: Being the top while fulfilling the bottom role: topping from the bottom.

Actually, you don't have to be submissive to too from the bottom. You could be a brat, Domme or the like.
