I'm just going to mark this as read since I haven't made time for it because it's an earlier book that includes many things that were updated and printed in Greer's 2017 book Unacknowledged, which I read first. If you were to pick between the two, choose Unacknowledged, it's got more in it and is more urgent to read. Still glad that this book is here, though.

A MORE “SPIRITUAL” INTERPRETATON OF THE “MEANING” OF UFOS

Steven Macon Greer (born 1955) is an American ufologist who founded the Center for the Study of Extraterrestrial Intelligence (CSETI) and the Disclosure Project, which seeks the disclosure of alleged classified UFO information. He also served as an emergency room physician from 1989-1998.

He wrote in the Introduction to this 1999 book, “On December 13, 1993, my wife and I … [met] with President Clinton’s first CIA Director, James Woolsey… I came prepared with a large brief case filled with case evidence, witness testimony photographs and video footage of UFOs… I learned that the CIA Director and his wife had actually seen one of these UFOs… in the late 1960s… So after … 15 minutes of presenting the evidence, Mr. Woolsey said, in effect, ‘Yes, I know they exist. Now talk to me about what all of this means.’ This book is all about what does all of this mean… the core of this book is really about meaning…. Why are they here, how has the secrecy been maintained, what are the implications to our society, and what will disclosure of these facts mean?... presented here, then, are a collection of papers which attempt to elucidate these and many other critical issues. The evidence is really the easy part: making some sense of it is what is truly challenging.”

He states, “the extraordinary US cover-up of the 1957 Roswell and Plains of San Augustin UFO crashes is very understandable. To acknowledge this event would be to not only acknowledge the existence of ET people and craft… but would, unfortunately, also set into motion a worldwide call for extensive open research into ETI technology---which is preeminently dangerous and must not be done. The free and ‘academic’ exchange of such research would certainly unleash a feeding frenzy by both governments and private interests to be first in elaborating this ETI technology. In such a scenario, we have no assurance that this technology would fall first, or exclusively, into a benevolent ruler’s hands.” (Pg. 33)

He outlines, “Conscious, intelligent biological life forms, whether on Earth or from other planet, have physical realities as well as spiritual realities. All have the potential to manifest physically and spiritually in a multitude of ways. Pure mind, or unbounded consciousness, is innate to all life forms and is the ultimate highest denominator which all life shares; it is essentially non-local… Beings which do not have biological bodies (so-called astral or spirit beings) are also conscious, intelligent entities, and as such can interact with other conscious life forms, both biological and otherwise.” (Pg. 67)

He acknowledges, “Consider: If an ET life form is from a star system 1000 light years away… it would take 1000 years for such a life form to get to Earth traveling at the speed of light!... it is very unlikely that one life form would live long enough to get here… Obviously, any star-faring civilization, perforce, will have developed technologies which operate outside of the current twentieth century Earth gadgets in use today. Way outside, in fact.” (Pg. 83)

He explains, “First, let me state my bias: That God exists and is omnipresent in every way imaginable. … Therefore, the cosmology which I present below factors into the equation the universal component of mind, which some may call the impersonal aspect of God. The Great Mind, the Universal Mind, the Pre-existent Mind, the Absolute. As I have come to understand this cosmos, the basis of all existence---every atom, every star, every molecule and every person---is a non-local essence which is present at every point in time and space and yet is bound by no point in space or time or matter.” (Pg. 87)

He states, “I should also point out that the covert military sources known by me personally have testified to the fact that at least by 1953 human secret projects were materializing and dematerializing objects and transferring them across defined spaces. If we were doing this covertly by 1953, one can only imagine what advance interstellar ET technologies can achieve.” (Pg. 99)

He recounts, “Dr. Greer, Director of CSETI, was invited to the Gulf Breeze-Pensacola area … to present information regarding the CSETI program… On March 13, while flying en route to Gulf Breeze, Dr. Greer subjectively received information indicating that a sighting of the Gulf Breeze UFO would occur at midnight on the 13th. This information was conveyed to several members of the Gulf Breeze Research team… At approximately 11:59 and 45 seconds, a UFO appeared at close range in the direction of Gulf Breeze… The sighting lasted only about one minute, but … Dr. Greer was able to observe it for a few seconds through binoculars.” (Pg. 201)

He states, “This First Degree CE-5 lasted approximately 10-12 minutes. The first few minutes were not videotaped or otherwise recorded because the confirmed lock-on between our Working Group and the spacecraft was desired prior to electronic recording. (It has been observed that these craft will often evade electronic recording of their presence.) We have a total of five videotapes of this event, two of which are of high quality and clearly show four of the five UFOs.” (Pg. 204-205)

He notes, “It should be pointed out that CSETI’s goals of establishing working groups of individuals capable of significant Close Encounters of the 5th Kind, has reached its ten-year goal point in one and one half years. At this rate of progress, we can only imagine what events the next five years will bring us.” (Pg. 230)

He suggests, “Therefore, an alternate hypothesis in the search for intelligent life elsewhere in the universe must be considered: That such life, if sufficiently advanced beyond current Earth technologies, may be capable of interstellar travel and communications at multiples of the speed of light, or in altogether non-linear modes, which simple EM monitoring will never detect. Central to this hypothesis is the concept that any sufficiently advanced civilizations attempting interstellar communication and travel will, perforce, develop trans-luminal technologies which permit real-time communication and travel beyond the light (EM) barrier.” (Pg. 271)

He says, “While we certainly have the materials, evidence and witnesses in place to fulfill such a plan, funding is another matter… From a practical point of view, the minimum required to effect such a privatized disclosure, including a broadcast quality 2-hour documentary, two books, the world press briefing and a scientific gathering to review the evidence is approximately $2 million. If you know of any individuals or entities who could help with such an undertaking, please contact me as soon as possible.” (Pg. 384)

This book will be of some interest to some interested in UFOs (particularly those with a spiritual/‘New Age’ focus).

It is sad to read this book from the perspective of the year 2026. Greer was so confident that disclosure was imminent and a new world was in the horizon…in 1999. The good news is disclosure has been happening and those congressional hearings did finally happen. Most people are aware that UFOs are real. It’s honestly old news. We are not yet seeing how it could affect us and we are not yet interacting with them in our daily life so it is an interesting thing but has no real impact on a personal level. That’s why disclosure efforts are not really making waves. We already know. We feel a sense of being in the grip of rich people who control everything and aren’t going to let the rest of us progress unless they can continue to control everyone and make money off of it all. Power and money - they don’t want to lose any of it. We are shrugging for lack of ideas and hope of getting out from under their control. They won’t even let us see the possibilities they just ridicule it, and us.

A much better book than his 2009 book, Contact: Countdown to Transformation, which is still nevertheless a great book

Interesting to speculate on consideration of ramifications if this is all true, but a bit repetitious.
