A fixture on the Washington scene for a very long time he comes across as a man on the wrong side of history - a small minded ultra conservative Republican of the Taft strain.

At the time of publishing (January 1968) it was to be hoped that Richard Nixon would right some of the wrongs of the welfare state introduced by all of the Democrat presidents from FDR onwards (he gives Ike a pass).
