"His frequent quarrels with Seeckt did not arise because of any basic divergence of views on the necessity of German rearmament. On several occasions Stresemann actually regretted the lack of a strong army as 'the main factor in a successful foreign policy.' What he objected to was the well-nigh unassailable position which Seeckt and his Reichswehr had cut for themselves within the Weimar Republic, a position which posed a constant threat to that 'primacy of foreign policy' which was one of Stresemann's basic tenents."
